Book excerpt: Emilia Pardo Bazán was born in the Galician town of A Coruña into a noble family who nurtured her lifelong thirst for knowledge. She is undoubtedly the most controversial, influential and prolific Spanish female writer of the nineteenth century, publishing a vast number of essays, social commentaries, articles, reviews, poems, plays, novels, novellas and short stories. Her third novel, La Tribuna, heralds a new age in Spanish literature, a naturalist work of fiction that examines the situation of contemporary women workers. The author's preparation for the novel involved reading and consulting contemporary pamphlets and newspapers, as well as spending two months in a Galician tobacco factory observing and listening to conversations. This method, common in English writers like Dickens and frequently adopted in France by the masters of Realism, was almost unprecedented in Spain. Set against a background of turmoil and civil unrest, La Tribuna reflects the author's interest in the position of women in Spanish society. The working-class heroine, Amparo, develops from a shapeless, apolitical street urchin into a masterpiece of femininity, a charismatic orator who becomes a 'tribune' of the people. At the same time, however, she allows herself to be seduced by a prosperous middle-class youth whose promises prove to be just as empty as the revolutionary slogans in which she believes so fervently.

With left-wing and populist regimes now in power in many countries, there is much debate about what direction economic policy should be taking, and there are those who believe that state-led development might be worth trying again. Susan Gauss’s study of the process by which Mexico transformed from a largely agrarian society into an urban, industrialized one in the two decades following the end of the Revolution is especially timely and may have lessons to offer to policy makers today. The image of a strong, centralized corporatist state led by the Partido Revolucionario Institucional (PRI) from the 1940s conceals what was actually a prolonged, messy process of debate and negotiation among the postrevolutionary state, labor, and regionally based industrial elites to define the nationalist project. Made in Mexico focuses on the distinctive nature of what happened in the four regions studied in detail: Guadalajara, Mexico City, Monterrey, and Puebla. It shows how industrialism enabled recalcitrant elites to maintain a regionally grounded preserve of local authority outside of formal ruling-party institutions, balancing the tensions among centralization, consolidation of growth, and Mexico’s deep legacies of regional authority.

She challenges Cuba's well-established myth of racial equality and shows that racism is deeply rooted in Cuban creole society. Helg argues that despite Cuba's abolition of slavery in 1886 and its winning of independence in 1902, Afro-Cubans remained marginalized in all aspects of society. After the wars for independence, in which they fought en masse, Afro-Cubans demanded change politically by forming the first national black party in the Western Hemisphere. This challenge met with strong opposition from the white Cuban elite, culminating in the massacre of thousands of Afro-Cubans in 1912. The event effectively ended Afro-Cubans' political organization along racial lines, and Helg stresses that although some cultural elements of African origin were integrated into official Cuban culture, true racial equality has remained elusive.

Book excerpt: The Ideal of the Practical is a study of efforts by a segment of the upper class in an aristocratic Latin American society to alter cultural values in the society, creating stronger orientations toward the technical and the practical. Frank Safford describes attempts by members of Colombia’s nineteenth-century political elite to use technical education as a means of nurturing energetic upper-class entrepreneurs and an industrious working class in a static agrarian economy. In the course of his analysis, Safford sketches the historical development of scientific and technical education and of the engineering profession in Colombia. The book opens with a description of the economic and social context of early nineteenth-century Colombia. It then discusses some early experiments with manual industrial training between 1820 and 1850. Later chapters deal with the careers of upper-class youths sent abroad for scientific and technical training, the growth of indigenous engineering education, and the crystallization of a Colombian engineering profession. While the book primarily explores the nineteenth century, it also touches on eighteenth-century Spanish Bourbon antecedents and provides an epilogue on the twentieth-century evolution of technical elites in Colombia. The author focuses on the reasons why the implantation of technical education and technical orientations proved difficult. He examines the interplay between various obstructions: on the one hand, a hierarchical social structure and aristocratic social values and, on the other, obstructions created by fundamental geographic and economic conditions. He concludes that, while Colombian leaders had hoped that technical education and the development of values oriented toward the technical would spearhead economic growth, in fact economic growth proved a prerequisite for the effective implantation of technical orientations and training.

Dulles became fascinated by the story of Mexico’s emergence as a modern nation, and was imbued with the urge to tell that story as it had not yet been told—by letting events speak for themselves, without any interpretations or appraisal. The resultant book offers an interesting paradox: it is “chronicle” in the medieval sense—a straightforward record of events in chronological order, recounted with no effort at evaluation or interpretation; yet in one aspect it is a highly personal narrative, since much of its significant new material came to Dulles as a result of personal interviews with principals of the Revolution. From them he obtained firsthand versions of events and other reminiscences, and he has distilled these accounts into a work of history characterized by thorough research and objective narration. These fascinating interviews were no more important, however, than were the author’s many hours of laborious search in libraries for accounts of the events from Carranza’s last year to Calles’ final retirement from the Mexican scene. In it come to life the colorful men of the Revolution —Obregón, De la Huerta, Carranza, Villa, Pani, Carillo Puerto, Morones, Calles, Portes Gil, Vasconcelos, Ortiz Rubio, Garrido Canabal, Rodríguez, Cárdenas. (Dulles’ narrative of their public actions is illumined occasionally by humorous anecdotes and by intimate glimpses.) From it emerges also, as the main character, Mexico herself, struggling for self-discipline, for economic stability, for justice among her citizens, for international recognition, for democracy. This account will be prized for its encyclopedic collection of facts and for its important clarification of many notable events, among them the assassination of Carranza, the De La Huerta revolt, the assassination of Obregón, the trial of Toral, the resignation of President Ortiz Rubio, and the break between Cárdenas and Calles. More than sixty photographs supplement the text.
