I will concentrate on the national level adaptations in the foreign policy field using the example of Greece. As a concept, I will use the framework of Europeanization to examine to what extent the Greek foreign policy has been europeanised. So the research question I seek to answer in this paper is: Q: To what extent is the Greek foreign policy europeanised? Greece is an worthwhile example to examine. The Greek Turkey/Cyprus conflict there provides an interesting and ideal case to study the Europeanization of foreign policy. The history of Greece’s membership in the European Union has been somewhat patchy. When Greece applied to join the European Community (EC) in 1975, shortly after coming back from a period of dictatorship, existing EC member states had huge reservations about the prospect of Greek membership. Not only did they fear migrant flows and the Greek administration not being capable of processing all the requirements of EC membership, existing member states also feared being dragged into Greece’s ongoing conflict with Turkey.

The reasons for this apparent failure of rigorous theory-building may be twofold. On the one hand, there is still much debate about what the EU - the ontological object of inquiry - actually is. On the other hand, many authors have taken a self-critical attitude towards their own discipline, emphasising that there is still a multiplicity of convictions as to how we can best theorise EFP. Though detailed analyses of the specific pattern of the EU's external relations have indeed been marginalised for a long time, it seems plausible to trace this lack of theoretical coherence back to the nature of EFP itself. It is often argued that the EU is a political system 'sui generis', a complex structure that is neither a state nor a non-state actor, and neither a conventional international organization nor an international regime. In a similar vein, some observers assert that the EU might most suitably be characterised as a hybrid political sphere that does not easily lend itself to classical Foreign Policy Analysis (FPA). In fact, the major IR perspectives on EU foreign policy-making - neorealist, neoliberal and constructivist - appear to be largely incompatible in this respect. Within each framework, certain claims are made which effectively rule out or downgrade the validity and reliability of key premises in rival approaches. The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years.
