Available in PDF, EPUB and Kindle. Book excerpt: Per capita gross domestic product (GDP) is a poor indicator of economic well-being. It measures effective consumption poorly (ignoring the value of leisure and of longer life spans) and it also ignores the value of accumulation for the benefit of future generations. Since incomes are uncertain and unequally distributed, the average also does not indicate the likelihood that any particular individual will share in prosperity or the degree of anxiety and insecurity with which individuals contemplate their futures. We argue that a better index of economic well-being should consider: Current effective per capita consumption flows; net societal accumulation of stocks of productive resources; income distribution; and economic security. The paper develops such an index of economic well-being for the U.S., U.K., Canada, Australia, Norway and Sweden for the period 1980 to 1999. It compares trends in economic well-being to trends in GDP per person. In every case, growth in economic well-being was less than growth in GDP per capita, although to different degrees in different countries.

Book excerpt: Over the past decade, the CSLS has extended the geographical coverage of the Index to the Canadian provinces and to major OECD countries and has made a number of changes to the methodology used to construct the Index. [...] Projecting Economic Well-being to 2010 The IMF has referred to the recent financial crisis and the global recession it engendered in 2008 and 2009 as the most severe international financial crisis of the post- war period, so one must expect that the downturn has affected the economic well-being of people across the world. [...] In the past decade, the CSLS has extended the geographical coverage of the Index to the Canadian provinces and to major OECD countries and has made a number of changes to the methodology used to construct the Index. [...] The first part provides a discussion of the motivation for the development of the Index of Economic Well-being (IEWB) and the potential contributions of the Index to the debate on the measurement of economic well- being. [...] The second part of the report discusses major methodological changes incorporated into the index, namely the switch to a scaling methodology, the reconceptualization of the risk from unemployment component of the economic security domain, and the move to equal weighting for the four domains.

Book excerpt: This report presents new estimates of the Index of Economic Well-being (IEWB) and its four domains (consumption flows, stocks of wealth, economic equality and economic security) for Canada and the provinces for the 1981-2014 period. We find that the IEWB grew at an average annual rate of 0.74 per cent per year over the period, notably below the 1.30 per cent growth of GDP per capita over the same time frame. Both the consumption and wealth domains steady advanced over the period, but their growth was offset by declines in the equality and economic security domains. Since 2008, reflecting the 2009 recession and the weak recovery, Canada's IEWB has exhibited meager growth, advancing only 0.09 per cent per year. This reflects declines in all domains of the IEWB except consumption. Six of the ten provinces had lower levels for their respective IEWBs in 2014 than in 2008 (Newfoundland and Labrador, Prince Edward Island, Ontario, Saskatchewan, Alberta, and British Columbia).

Available in PDF, EPUB and Kindle. Book excerpt: This report presents augmented estimates of the Index of Economic Well-being (IEWB) for 14 OECD countries for the 1980-2013 period. The new estimates account for the inclusion of an internationally comparable measure of natural resource wealth which had been absent from previous IEWB reports. It finds that in 2013 Norway had the highest level of economic wellbeing and Spain the lowest. Despite being a resource rich country, Canada ranked eleventh among the fourteen countries for economic well-being. Australia ascended the most in the Index of Economic Well-being rankings with the inclusion of natural resource wealth, rising from seventh to fourth. A case study on the sensitivity of Norway's natural capital to oil prices revealed that Norway's first place ranking in the Index of Economic Well-being is robust to volatility in resource prices.

It finds that the IEWB advanced at a 0.78 per cent average annual growth rate over the period, below the 1.32 per cent growth for GDP per capita. Both the consumption and wealth domains experienced solid advances over the period, but these developments were offset by declines in the equality and economic security domains. The recent recession caused a decline in the IEWB for Canada, driven by declines in wealth and economic security.
