This report forms part of a series that examines the work undertaken as part of the Kellogg OVC Intervention Project from 2002 to 2005.

Book excerpt: There is widespread recognition of the urgency of addressing the problem of orphans and vulnerable children (OVC) within the context of the HIV/AIDS epidemic, especially in sub-Saharan Africa (Hunter & Williamson 2000; Smart 2000; UNAIDS, UNICEF & USAID 2002). Many countries in the region, including South Africa, in collaboration with development agencies and non-governmental organisations (NGOs), have outlined policy guidelines and identified models of intervention (Family Health International 2001; Kalemba 1998; Loening-Vosey & Wilson 2001; Schneider & Russell 2000; UNAIDS 2002; UNICEF 1999; USAID & the Synergy Project 2001; Wilson, Giese, Meintjies, Croke & Chamberlain 2002). As a result, a considerable number of programmes targeting OVC have been implemented in the past few years. However, there are very few which have been independently evaluated in order to establish sustainable best practice models, which can confidently be recommended for replication and scaling up to meet the rapidly growing need with regard to OVC.

Yet, even as the global community acknowledges the human tragedy that orphaning on the scale heralded by the HIV/AIDS epidemic represents, it is widely speculated that large numbers of orphans may themselves represent a security challenge. By reducing the resources available to children and destabilising the institutions on which they depend - such as the family, school and community - it is argued that HIV/AIDS may severely affect children's development, creating generations of disenfranchised and potentially dysfunctional young people left with little alternative but engage in criminal and other threatening activities.

Book excerpt: It is well known that HIV/AIDS has grave implications for children beyond infection: orphans, trauma and disruption of lifestyle, poverty, stigmatisation and abuse being just some of the consequences. UNICEF and UNAIDS have identified this situation as the most significant issue facing children today. During the time when the impact of the HIV pandemic on children, particularly in Sub-Saharan Africa, was becoming well known, research into early childhood development was gaining global recognition. This study is supported by the World Forum Foundation, the University of Namibia and the Centre for Social Justice and Social Change of the University of Western Sydney. It represents a first step to corroborate research into HIV/AIDS with current knowledge about the outcome of experiences during early life, in the Namibian context. Using quantitative and qualitative data, the study provides an insight into what it means to be young, orphaned, infected or affected in other ways by HIV/AIDS. It draws conclusions about the ways in which global principles of healthy environments and quality settings for children are being, and can be met, in the current conditions.

Book excerpt: Victims of HIV/AIDS are not only those infected with the disease, but also those who are affected by it; such as the children of infected parents and relatives, and indeed, all children living in communities in which the disease has reached epidemic proportions. As the number of orphaned and vulnerable children continues to rise unabated in South Africa the question remains as to who will take responsibility for these children once their parents, and relatives, have died. Research shows that the extended family continues to be the first line of support for such children; however, the dissolution of the extended family, due to HIV/AIDS, is also widely documented. The aim of this study is to explore two non-kin models of care which are available to orphaned and vulnerable children in KwaZulu-Natal; a transition home and a cluster foster home.
