The average American municipal police academy only requires 26 weeks of training, despite previous studies showing overwhelming support that college educated police officers apply more discretion in their use of force than officers without a college degree. Taking into account contemporary public/police conflicts and how American perceptions of police are based largely on officer use of force, this study offers a more current perspective on the profession’s changing dynamic over the past decade. With data gathered from over 400 officers from 143 distinct municipal police agencies in 6 American states, the study examines the association between a college education and the level of force used to gain compliance during arrest situations, and notes discrepancies between previously studied factors and contextual variables. Book excerpt: For thirty years, research has shown that police officers exhibit an authoritarian personality that often puts them at odds with the public at large. With the move toward community policing, many policy makers have called for increased education and diversity among the police as a means of better aligning police values and beliefs to those they serve. Whether those efforts will be effective, however, depends on whether police recruits enter the field with authoritarian attitudes or if they are a result of professional socialization, a matter of dispute among researchers. This research was intended to contribute to this debate and its policy implications by examining whether students entering a law enforcement degree program hold predetermined beliefs and values that are significantly different from their classmates not entering law enforcement careers and that vary among themselves according to age, race, or gender. Over 5 years, a 30-question survey of 28 classes regarding current criminal justice issues and debates was conducted among 833 students taking an introductory-level criminal justice course at a mid-western university. The data strongly supported the research hypothesis that beginning law enforcement students held different beliefs and values than their non-law enforcement counterparts in all four topic areas addressed: perceptions of police and police power, perceptions of the courts and government, issues of punishment and justice, and individual rights and responsibilities. They also revealed that the responses of minority law enforcement students varied quite significantly from those of Anglo law enforcement students to nearly half of the questions. The data did not demonstrate significant differences among law enforcement students according to age, and the only significant difference attributable to gender was that female law enforcement students were less likely to favor the death penalty. The study discusses the policy and educational implications of these findings and offers suggestions for future research.

Book excerpt: Methodology for analyzing police behavior, specifically, the interrelationship of variables which affect police patrol performance. It has been suggested that a major determinant of the outcome of a police-citizen street contact is the physical and psychological condition of the officer at the time of the contact. As a preliminary step in testing this hypothesis, a pilot research project was conducted in Miami, Florida. This report discusses a methodology for analyzing police behavior and examines the interrelationship of variables which effect police patrol performance. Four Miami patrolmen were trained in behavioral observation techniques and a volunteer group of twelve radio - patrolmen to be observed was selected. The researchers developed a checklist to record police citizen interactions and constructed fatigue and stress scales to rate police performance. Among the behavioral determinants investigated, length of experience on the force - (for better or for worse) stood out as an influential factor. Other factors likely to affect police behavior were found to be the type of a call, the neighborhood, the shift, the day of the week, and number of citizens involved. Emphasizing the importance of the process of identification, the authors recommend that experienced officers should be selected for training men during the cadet probationary period. While this study is a novel approach to measuring police and contains some interesting results on the variable factors studied, the results might have been more meaningful if a larger sample had been used. The study did not clearly demonstrate the advantages of using police observers to record police behavior and did not specifically suggest means for measuring personality, stress of fatigue in a future study.

However, in assessing the criminal justice system, most research has gathered data on the attitudes and perceptions of specific populations within society (i.e. older citizens) and has not really focused on younger age groups, or more specifically, students enrolled in colleges and universities. The present study examined attitudes of college students in the areas of confidence and utilization of campus police. Utilizing a non-random convenience sample of undergraduate and graduate students (N=393) at a large four-year research institution, participants completed a 21-item survey to measure their confidence and utilization of campus police, resources, and services. The results suggest that confidence does not affect utilization of police and students stated they would utilize police despite their confidence level. However, more significantly, students also indicated that while they would utilize police, they reported they had not. As a result, various recommendations were made to improve communications between students and campus police and directions for future research were also noted.

Book excerpt: There continues to be much debate in the criminal justice academic community about the value of the degree in the practice of law enforcement. Most of the debate centers on earlier research that was both non-discipline specific and did not include direct data collected from persons holding the degree and serving as police officers. Unfortunately, there is little identifiable research into whether criminal justice graduates perceive their degree as having a positive impact on their career in law enforcement. This research is an exploration of the relationship between criminal justice higher education and the majoring graduate's success in a law enforcement career. The research is vital in understanding the perceived relationship between the criminal justice degree and the law enforcement career from a program graduate/law enforcement practitioner perspective. The study utilized qualitative inquiry and interpretive phenomenological analysis to develop major themes of the graduates' perceptions of how their criminal justice degree has contributed to their success in a law enforcement career. The findings of the study indicate that most graduates perceive the degree as having direct links between college course curriculum and the academy training programs for law enforcement officers. There is also an indication that strong criminal justice related writing requirements improve career opportunities. In addition, the study supports the inclusion of required internship programs in the criminal justice curriculum, and the use of regular and adjunct faculty with career experience in law enforcement.
