Book excerpt: The Office of Technology Assessment reviewed the nation's literacy problem and the current and potential impact of using technologies in adult literacy programs. Data were collected from 2 workshops, 155 contributors and reviewers, 60 existing literacy programs, and 6 contractor reports. The information is summarized in this eight-chapter report. Chapter 1 is a summary and outline of policy issues and options. Chapter 2 examines the changing nature of literacy, the demographics of adult literacy, and the need for literacy education. The special needs of adult learners and the role of technology in meeting them is discussed in Chapter 3. Chapters 4 and 5 describe the existing system of literacy education and the federal role in it. Promising roles for technology in improving literacy education are outlined in Chapter 6. Chapter 7 deals with access/barriers to technology use in existing literacy programs, and Chapter 8 assesses the future role of technology in literacy education. Appendixes include the following: a list of the report's boxes, figures, and tables; information on major federal adult literacy/basic skills programs and key coordination provisions in literacy legislation; a glossary and list of acronyms; and lists of the study's reviewers and contributors. Book excerpt: To satisfy federal requirements, the National Center for Education Statistics and the Division of Adult Education and Literacy planned a nationally representative household sample survey to assess the literacy skills of the adult population of the United States, to be conducted by the Educational Testing Service with the assistance of Westat, Inc. This report describes the development of the National Adult Literacy Survey framework, the development of the background questionnaire, the development of simulation tasks, state adult literacy surveys, and participants in the development process. Results from the survey will provide policymakers and others with information on the condition of literacy in the United States. The field test was conducted in 1991, and the main data collection took place in 1992 with a sample of 14,900 adults aged 16 years and older living in the 50 states and the District of Columbia. Black and Hispanic households were oversampled to ensure reliable estimates of their literacy proficiencies. Results will describe the literacy skills demonstrated by the total adult population as well as by adults comprising various sub-groups and will characterize these skills in terms of demographic and personal background information. Seven tables present information about the samples. An appendix of sample tasks contains some of the prose, document, and quantitative tasks adults were asked to complete. (SLD)

The main focus is a descriptive analysis of three distinctive schools of literacy: the Freirean-based participatory literacy movement grounded in oppositional politics and grass-roots community activism; the British-based New Literacy Studies that focuses on the ways in which diverse students utilize various literacy practices in their daily lives; and the U.S. federal government's focus on functional literacy linked to a 45-year policy emphasis on workforce readiness. These three schools of thought lead to substantially different implications over such critical areas as curriculum, assessment and accountability, and the socio-cultural role of literacy, policy, and political culture, which are discussed throughout the chapters of the book. This discussion includes a chapter on research traditions that closely parallels these perspectives on literacy education. Demetrion argues that unless values grounded ultimately in political culture emerge, it is exceedingly unlikely that the adult literacy field will be able to move from its current marginalized status toward that of achieving the level of public and policy legitimacy many believe it needs for its long-term institutional flourishing. It is argued that any settlement of this issue must be accomplished in the field of practice rather than the ground of theory, even as theoretical insight can help to frame the issues.
