Book excerpt: A data processing chargeback system is one of the most important tools for management control of computer resources. Users are coordinated and controlled through the impact of life cycle budgets and transfer prices on demand for computer products and services. Computer resource decisions concerning configuration and magnitude are also impacted by life cycle prices. This concept is used to explain some current chargeback accounting systems and to provide the foundation for development of preferred chargeback objectives and measurement criteria (or standards). Evaluation of data processing management performance requires setting user understandable criteria. To that end, emphasis must be shifted form a purely inward looking perspective to a user oriented perspective. Using the initial concept as a foundation, the author leads the reader through a step-by-step process that introduces, develops, and expands the above points and culminates in a suitable environment for this user oriented perspective. Book excerpt: The Navy Regional Data Automation Centers (NARDACS) are to become Navy Industrial Funded (NIF) activities on 1 October 1983. This requires that NARDACs bill customers for all data processing services and this requires the development and implementation of a computer chargeback system whereby the NARDACs are reimbursed by users for the cost of DP services provided. As with any new program, there are many unresolved issues. The potential consequences of the change to NIF accounting and the issues of chargeback approach, costs, benefits, goals and objectives are evaluated and addressed within the context of the defined control structure. The purpose of this thesis is to evaluate the potential usefulness of the system, provide an insight into potential pitfalls, present background information, purpose an implementation plan to assist in setting up a chargeback system and discuss methods to minimize disruption generated by the introduction of a chargeback system. Book excerpt: Pursuant to a congressional request, GAO evaluated the Navy Regional Data Automation Center (NARDAC) in the District of Columbia to determine how effectively it provided system development services to customers. GAO found that NARDAC did not have effective means to measure project progress or accurately collect project cost information, since its: (1) project status reports did not sufficiently track or monitor projects to determine progress in meeting user requirements, the percentage of completed work, or whether project completion would be on schedule and within budget; and (2) chargeback system did not show the costs of completed tasks and was incompatible with many of the computers that contained utilization data. GAO also found that: (1) NARDAC did not include all system development services costs in its fiscal year (FY) 1988 through 1989 budget exhibit to Congress; (2) two audit organizations also identified problems similar to those it identified; and (3) NARDAC corrective actions included developing a system to track all project funds after obligation and conducting mid-year reviews of all project planning estimates.

(NARDAC, Washington), is the largest of nine regional data automation centers operated by the Naval Data Automation Command (NAVDAC). The regional data centers are service bureaus that support Naval activities, on a reimbursable basis, in the design, development, implementation, and operation of management information systems. NARDAC, Washington operates three computer processing centers and a remote computer operations center. NARDAC, Washington provides automated support to 164 Navy and non-Navy customers. Major Navy customers include the Chief of Naval Operations, the Navy System Commands, the Military Sealift Command, the Comptroller, the Naval Military Personnel Command, and the Navy Regional Finance Center. NARDAC, Washington and other regional data centers were initially funded by appropriations from Congress and charge user fees for the services they provide. For FY's 1988 and 1989, NARDAC, Washington's revenues and costs were about $90 million. NARDAC, Washington employs 847 civilians and 90 military personnel. NARDAC, Washington uses computer systems manufactured by IBM, Amdahl, and National Advanced Systems. The total cost of these systems was about $29.2 million.

A detailed marketing audit of each organization is presented, and the strengths and weaknesses of marketing strategies employed at each NARDAC are assessed. The pros and cons of the different approaches are examined, recommendations are made, and a baseline for the development of a effective approach to marketing ADP services in the Navy is established. Central to the entire analysis is the understanding that NIF demands that NARDACs be operated as businesses. The authors conclude that managers at every echelon must fully come to grips with what operating as a business implies if NARDAC operations in the NIF environment are to reach their full potential.

A brief introduction to FNOC is followed by a review of the current literature on charge back systems, focusing on the goals and principles of charging, types of charge back systems, hard and soft money, and on the resources that should be charged. Navy guidelines on charge back systems for organizations operating under the Resource Management System are reviewed, and reimbursable costs under these guidelines are identified. FNOC's current algorithm for computer service costs is examined and a new algorithms and rates for billing users are proposed. Possible future directions that charge back may take in the Navy in response to initiatives by the General Accounting Office and the Office of Management and Budget are discussed. (Author).
