Book excerpt: "In 2005 the Department of Marine and Wildlife Resources (DMWR) initiated a comprehensive long-term monitoring program for the reefs in American Samoa, the American Samoa Coral Reef Monitoring Program (ASCRMP). Funding was provided through the Coral Reef Conservation Program (CRCP) of the National Oceanic and Atmospheric Administration (NOAA) and the National Ocean Services (NOS). Although there have been previous monitoring surveys in American Samoa covering a variety of spatial and temporal scales, the ASCRMP represents the first attempt to annually monitor representative reefs in American Samoa, starting initially around Tutuila and eventually in the Manu'a islands and the two atolls, Rose and Swains. The program has been set up with long-term government funding, and is therefore capable of accumulating long-term data sets annually over a larger geographic scale. The primary objectives of the American Samoa Coral Reef Monitoring Program are to: (1) Monitor the status and trends in the distribution and abundance of reef biota on reefs in American Samoa, and (2) Provide environmental managers, as well as other decision makers, with information that is pertinent to managing coral reefs in the territory. As a monitoring program, ASCRMP's goal is to document change - i.e. where, how much, and what kind of changes take place at the various monitoring sites. The ideal is to resolve change at scales which will allow judgments to be made as to which changes are within normal, natural variability, and which are outside it"--Page 2.

The project is coordinated by two staff members that are funded by the program; during FY2011 and FY2012 the Coral Reef Monitoring Benthic Ecologist position was filled by Dr. Doug Fenner and the Coral Reef Monitoring Fish Ecologist position was filled by Ben Carroll. During the last quarter of FY2012. Mr. Benjamin Carroll’s contract was not renewed by the then director Ufagafa Ray Tulafono. The DMWR’s Chief Fisheries Biologist filled in Mr. Carroll's duties, where possible up until the end of January 2013 when the position was filled part time by DMWR fisheries supervisor Alice Lawrence and part-time by DMWR fisheries technician Saolotoga Tofaeono. The position was filled full-time by Alice Lawrence from the end of January 2014 until the present time. The program utilizes the DMWR Boston Whaler vessel to access survey sites around Tutuila, however the boat was out of action between January 2012 and October 2012 and between January 2013 and October 2013, and again between January 2014 and November 2014. There were attempts to utilize local fishing boats to conduct surveys with varying success, due to problems with late payments, safety issues and logistics related to the smaller and slower engines used by the local fishing boats"--Project Background.

The findings here are derived from a combination of data gathered through household surveys conducted in February 2014, and additional secondary sources of socioeconomic information for the jurisdiction. Surveys demonstrated that participation in recreational coral reef related activities such as SCUBA diving and snorkeling is relatively uncommon in American Samoa, with the exception of swimming and beach recreation. However, over half of residents participate in fishing or gathering of marine resources. Residents of urban areas perceived coral reef ecosystem health to be in worse condition than residents of rural areas. Additionally, surveys revealed that American Samoans generally support current marine management policies and regulations, regardless of their reliance on marine resources, and are generally trusting of the government as a source of information"--Executive summary. Book excerpt: "The primary intent of the ASCRMP is to collect data on a yearly basis by on-island staff in order to detect change and trends in the measured parameters over a period of years. The ASCRM was not designed primarily to compare sites to each other based on geographic distribution, reef type, exposure, or impacts. However, when patterns appear in the data, such patterns will be explored, keeping in mind that the sites were not randomly chosen, nor chosen to represent all habitats, exposures, impacts, etc. Comparison with the results of other studies can help determine whether the observed patterns are real or spurious. Nor does the ASCRMP attempt to survey and describe all of the island's reefs. Rather, the purpose of ASCRMP is to collect data from the monitoring sites in order to provide long-term trend information about marine resources. Change over time is the most important objective and should be kept in mind when reading and reviewing the ASCRMP reports. As 2005 is the first year in the data collections for this long-term monitoring plan, this represents one data point. In following years of data collection for the ASCRMP, additional data points data will be added and can then be compared and analyzed within each site in order to look for trends in coral reef health"--Review of ASCRMP Objectives.

Pacific RAMP is a part of the National Coral Reef Monitoring Program (NCRMP), and executed by the Coral Reef Ecosystem Program (CREP). Book excerpt: "A workshop was conducted to improve the analytical expertise within resource monitoring and management programs in American Samoa. Key topics covered were database development, data querying, univariate and multivariate visualization, statistical power assessments, and assessments of overall monitoring program designs. The workshop represented a logical progression of previous analytical themes that Dr. Peter Houk (instructor) has introduced to local programs during 2008. The previous workshop provided an introduction to database designs, data querying, and basic visualization of data queries using exemplary data from coral-reef monitoring programs outside of American Samoa. The present workshop utilized two modern sets of data that were made available to resource managers and of direct relevance to their reef ecosystems: 1) decadal datasets pertaining to coral, benthic substrate, and fish assemblages collected by Dr. Houk in partnership with American Samoa Environmental Protection Agency (ASEPA) since 2003, and 2) the National Oceanic and Atmospheric Administration (NOAA) Coral Reef Ecosystem Division (CRED) fish datasets collected from Tutuila in both 2010 and 2012 graciously provided by NOAA-CRED scientists. The workshop began with a review of previous concepts, and then advanced several key topics: localized database querying for user-defined needs, assessments of statistical power and sampling designs, building of compelling and professional graphics to display data, and multivariate approaches towards data assessments (Appendix 1). The format of the workshop began with hands on presentations and exercises conducted simultaneously by both Dr. Houk and participants. However, each day also included independent and group exercises for participants to showcase their skills and present back to the group. Beyond analytical skillsets, key outcomes also included a deeper understanding of coral-reef and fish assemblage dynamics across Tutuila since 2003 developed from the perspective of two different datasets. This represented a strong foundation for current biologists to base their evolving question-based monitoring designs. Last, the workshop was presented in a generalized format with relevance to both terrestrial and marine scientists and managers, as keen interested during the workshop clearly existed across resource managers"--Workshop background and summary.

Book excerpt: "As part of the CRAG-DMWR American Samoa Territorial Monitoring Program, baseline coral reef monitoring surveys of reef flat sites in Ofu and Olosega were conducted between 14th – 18th February 2015 by Dr. Mareike Sudek (benthic ecologist) and Alice Lawrence (reef fish ecologist). Surveys were conducted at 12 sites around the islands of Ofu and Olosega as shown by the red lines in figures 1and 2 (GPS coordinates for each of the sites are listed in Appendix 1). The aim of these surveys was to conduct baseline surveys from which to detect temporal change if it should occur. Benthic surveys were conducted using line-point intercept survey methods to document benthic cover and coral growth forms ... Line-point intercept was conducted on four 25 meter transects at a 50 centimeter interval (50 data points per transect). Opportunistic swims were carried out at the end of each survey (about 15 mins) to photograph bleaching and diseases. At each site fish surveys were conducted using the underwater visual census (UVC) method along four 20 metertransects. All non-cryptic fish species observed within a 5 meter wide belt along the transect were recorded to species level and fish sizes (Total Length) were estimated to the nearest cm. Fish survey results are shown in Figure 3 and Figure 4 and data results are listed in Table 1"--Page [1].
