Available in PDF, EPUB and Kindle. Book excerpt: In 2009, The Governor's Energy Office (GEO)1 received an American Reinvestment and Recovery Act (ARRA) allocation of $49,222,000 through the U.S. Department of Energy's (DOE) State Energy Program (SEP). The DOE stated goals for the SEP-ARRA grant were: to increase energy efficiency to reduce energy costs and consumption for consumers, businesses and government reduce the U.S. reliance on imported energy; improve the reliability of electricity and fuel supply and the delivery of energy services; and reduce the impacts of energy production and use on the environment. The GEO viewed this allocation as an important one-time opportunity to remove market barriers to the development of energy efficiency and renewable energy resources statewide.

Book excerpt: The Amer. Recovery and Reinvestment Act of 2009 (ARRA) aims to promote economic recovery, make investments, and minimize or avoid reductions in state and local gov't. services. As of Feb. 2011, the Act will cost $821 billion in spending and tax provisions through 2019. The ARRA provided the Dept. of Energy (DoE) $41 billion in areas such as energy efficiency, renewable energy, and environ. cleanup. This included $3 billion for the Energy Efficiency and Conservation Block Grant program, $3 billion for the State Energy Program, and $5 billion for the Weatherization Assistance Program. This testimony focuses on DoE's obligations and spending of ARRA funds for these programs and jobs funded as a result of this spending. This is a print on demand report.

Book Energy Efficiency

Book excerpt: Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on "shovelready" projects to create and retain jobs, is unprecedented. Thousands of newly funded players cities, counties, states, and tribes and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. This book focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP).

Book Interactions Between Energy Efficiency Programs Funded Under the Recovery Act and Utility Customer Funded Energy Efficiency Programs

Download or read book Interactions Between Energy Efficiency Programs Funded Under the Recovery Act and Utility Customer Funded Energy Efficiency Programs written by and published by . This book was released on 2011 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

Download or read book Climate and Clean Energy Policy written by Benjamin H. Deitchman and published by Taylor & Francis. This book was released on 2016-12-01 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: State climate and clean energy policy will play a critical role in the future of the political dialogue and economic development. Policymakers from around the world already recognize the leadership of American states in this domain. Rooted in public policy theory, and employing a mixed-methods approach that includes advanced economic analysis and qualitative research, Benjamin H. Deitchman explores the policy tools that address the politics and economics of clean energy development and deployment across all 50 states. Deitchman includes in his analysis international case studies of this policy context in Canada, Germany, and Australia to reveal different state-level policy tools, the politics behind the tools, and the economic implications of alternative approaches. The rigorous analysis of the politics of state level institutions and economic implications of subnational climate and clean energy actions offers researchers, students, and policymakers with practical information to advance their understanding of these options in the policy process.

Book excerpt: This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.
