Book excerpt: From the Russian revolutions of 1917 to the end of the Civil War in 1920, Woodrow Wilson's administration sought to oppose the Bolsheviks in a variety of covert ways. Drawing on previously unavailable American and Russian archival material, David Foglesong chronicles both sides of this secret war and reveals a new dimension to the first years of the U.S.-Soviet rivalry. Foglesong explores the evolution of Wilson's ambivalent attitudes toward socialism and revolution before 1917 and analyzes the social and cultural origins of American anti-Bolshevism. Constrained by his espousal of the principle of self-determination, by idealistic public sentiment, and by congressional restrictions, Wilson had to rely on secretive methods to affect the course of the Russian Civil War. The administration provided covert financial and military aid to anti-Bolshevik forces, established clandestine spy networks, concealed the purposes of limited military expeditions to northern Russia and Siberia, and delivered ostensibly humanitarian assistance to soldiers fighting to overthrow the Soviet government. In turn, the Soviets developed and secretly funded a propaganda campaign in the United States designed to mobilize public opposition to anti-Bolshevik activity, promote American-Soviet economic ties, and win diplomatic recognition from Washington.

During these years, wide-ranging discussions occurred on a variety of serious issues, from military collaboration and economic relations to the comprehensive settlement of political and military disputes. At the same time, extensive debates took place in both countries about the nature of the relations between them. As McFadden shows in this pathbreaking book, based on research in Soviet archives as well as previously unused private collections and government archives in the United States and Great Britain, a surprising number of concrete agreements were reached between the two countries. These included continued operation of the American Red Cross in Russia, the transfer of war materials from the Russian army to the Americans, the sale of strategic supplies of platinum from the Bolsheviks to the United States, and the exemption of a number of American corporations from Soviet government nationalization decrees. At that time, money was issued not only by the official authorities, such as the Imperial Government, the Provisional Government, and, later, the Bolshevik Government, but also by Generals Denikin, Wrangel, and Yudenich, Admiral Kolchak, Atamans Semyonov and Petliura, Hetman Skoropadskyi, and many other great and small rulers of Russia. Russian money was manufactured in Great Britain, Germany, Sweden, and the United States. To some degree, money served as a manifesto of the issuing government, reflected in the various symbols depicted on the banknotes. Using new archival data, this book expands and, in a number of cases, revises the well-established view of the daily life of people during the Revolution, and dispels the settled myth about how the natural economy prevailed in the years of the Russian Civil War. The book presents unique illustrations taken from the author’s private collection: the “Romanov” banknotes; postage stamps used as currency; “Duma” money; and 1917 banknotes known as “kerenkies”, “morzhovkies”, “tchaikovkies”, “Northern rubles”, “krylatkies”, “rodzyankies”, “the Don rubles”, and “kolchakovkies”. Some of these banknote designs were made by well-known Russian artists, such as Ivan Bilibin, Sergey Chekhonin, and Georgy Narbut.
