It is by no means the only one, however, as many German publicists, desirous of throwing upon France the burden of forcing a continuation of hostilities, would have us believe. Germany will cling to Alsace-Lorraine to the last. The present Kaiser said in 1888: "It is my opinion... that we would rather leave our eighteen army corps and our forty-two million inhabitants dead upon the field of battle than give up a single stone of the land conquered by my father and Prince Frederick Charles." From this pronouncement of 1888 to the famous "Never!" of Von Kuhlman, uttered a few months ago, German sentiment has never wavered: Alsace and Lorraine form the Reichsland, the Land of the Empire, and such they must remain. Yet, if the tide of battle turns, and if it seems to Germany unlikely that she will be allowed to hold the conquered provinces, she may be willing to renounce her claim to what she considers indisputably hers, provided she be given compensatory advantages elsewhere. Her right to hold Alsace-Lorraine or to bargain with the Allies on the basis of her present possession must be carefully weighed. The Prussian General Staff care fully defined its limits, geographically and statistic ally, in September, 1870, and it was surrendered to the' German Empire, after some modifications of the frontier, relating to Belfort and certain compensa tions, by Article I. The general ignorance appeared to me to be the more regrettable as my acquaintance with all the more important German utterances and writings on this subject since 1871 convinced me, already at the outset of the Great War, that whatever conditions the Allies might resolve to exact of Germany, the one which, more than any other, she would resist to her utmost would be the restitution of Alsace-Lorraine to France. Nevertheless, it was absurd for Baron von Kühlmann to assert, as he did shortly after his appointment as German Minister for Foreign Affairs, that the sole obstacle to peace was the question of Alsace-Lorraine. As our Foreign Secretary, Mr. Balfour, replied - virtually repeating the utterances of our successive Prime Ministers, Mr. Asquith and Mr. Lloyd George-we undoubtedly desire to see Alsace-Lorraine restored to France; but it is ridiculous to imagine that this one question "stands out solitary, preeminent, unconnected with any other of the objects of the war." "We are fighting," as Mr. Balfour said, "in order, in the first place, that Europe may be freed from the perpetual menace of the military party in Germany"; and, assuredly, if that object is to be attained, questions affecting quite a number of countries will require solution. Book excerpt: Excerpt from A Manual of Alsace Lorraine Alsace-Lorraine, as the term is used in the following chapters, is understood to cover three geographically determined areas: the Lorraine plateau, the Vosges mountains, and the plain of Alsace. The district annexed in 1871 by Germany and known as the Reichsland does not include the whole of this threefold region. Over half the Lorraine plateau and a great part of the Vosges lie outside it, and constitute a district which we may describe as French Lorraine. The political limits of the Reichsland are definite; those of French Lorraine are not, since the province of Lorraine no longer has a political existence. But French Lorraine is very tolerably well represented by the three departments of Meuse, Meurthe-et-Moselle, and Vosges. Accordingly the term Alsace-Lorraine may be taken politically to cover the following territories: Alsace as annexed to Germany in 1871; the territory of Belfort, being that portion of Upper Alsace (department of Haut-Rhin) which was not annexed by Germany and may therefore be described as French Alsace; Lorraine as annexed by Germany; and the three French departments of Meuse, Meurthe-et-Moselle, and Vosges. Geographically the term Alsace-Lorraine has a slightly different signification. In the first place the three departments enumerated above do not quite satisfactorily represent the extent of the Lorraine plateau in France. The western region of the Meuse department and the south of the Vosges department fall outside it; while on the other hand a part of the Vosges mountain system falls within the department of Haute-Saone, and part of the Gap of Belfort within that of Doubs. Secondly Alsace, as a political expression, includes about half the Vosges and a part of the Lorraine plateau (viz., the so-called krummes Elsass or 'Alsatian Lorraine', round Saarunion and Lutzelstein, Kreis Zabern), while Alsace as a geographical unit consists of the Rhine plain only. CHAPTER II ALSACE-LORRAINE BEFORE THE TREATY OF FRANKFORT What was this country, now transferred as a war prize, in its essential character, in its fundamental nature? Was it German or was it French? The question has received two answers. The Germans have asserted that it was German, the French that it was French. The opinion of those most intimately concerned, the people of Alsace and Lorraine themselves, was just as explicit as either of these. They asserted, as we have seen, that they were French and wished to remain French, and that the document that pretended to transfer them was from the start and would forever remain null and void. What light did history throw upon this problem, if it was a problem? It is impossible within the confines of this volume to recount with any fulness the crowded annals of this people. The story does not easily lend itself to compression, it is so long, so varied, and so involved. Nevertheless, out of its bewildering intricacies, a few features in the slow evolution may profitably be noticed. They may serve to indicate with reasonable certitude the individuality of these provinces, which was the product of manifold forces, operating, sometimes obscurely, sometimes clearly, through the course of many centuries. For, that Alsace and Lorraine had personalities of their own is obvious to any frank and serious student, and even a brief analysis of the various strains of experience that entered into the formation of them ought to prove instructive. Who the first inhabitants were of these regions between the river Meuse, the Vosges mountains, and the Rhine, it is idle to inquire.
