Shannon rate-distortion-function (RDF) provides the unbeatable lower bound for a source coder's performance with an arbitrary complexity. In theory, for most cases of interest, the RDF is only achievable in the limit of infinite delay. Practical communication systems impose constraints on the maximum coding delay and complexity. Hence the objective of source coding is to achieve performance closest to the RDF bound for a given delay and complexity. The fact that real-world input sources are usually nonstationary and have memory may make the achievement of the above objective more difficult." --
