Book Equality and Public Policy

Download or read book Equality and Public Policy written by Paul Chaney and published by University of Wales Press. This book was released on 2011-01-31 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Equality of opportunity is a contested concept. It evokes strong emotions from proponents and opponents alike. Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Overall, this volume charts the development of divergent legal rights and public policy on the promotion of equality in the wake of constitutional reform in the UK. Notwithstanding ongoing challenges, it is argued that the move to quasi-federalism is significant for it marks a shift from the predominant, centralised administration of social policy witnessed throughout the twentieth century, to divergent approaches designed to address contrasting socio-economic patterns and processes in Wales, Scotland and Northern Ireland.

Book Social and Cultural Change in Contemporary Wales

Download or read book Social and Cultural Change in Contemporary Wales written by Glyn Williams and published by Taylor & Francis. This book was released on 2023-10-04 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Social and Cultural Change in Contemporary Wales (1978) draws together recent research specifically on Wales, to overcome the overly-English takes on the ‘social structure of modern Britain’. A pattern of relative social deprivation is outlined, and such symptoms of this deprivation as second home ownership, school closure, economic peripheralism and inadequate social services become the marker of Wales’ marginality. The cultural marker of note is the Welsh language, several of the papers discussing its erosion and the steps taken to preserve and maintain it. While ethnicity serves as an integrating force, there are also divisions based upon class, which are discussed.

Book Understanding Care Homes

Download or read book Understanding Care Homes written by Katherine Froggatt and published by Jessica Kingsley Publishers. This book was released on 2008-12-15 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improving the quality of life for older adults living in long term care settings is recognised as an increasingly important issue. Understanding Care Homes draws together a range of research and development initiatives that emphasise the importance of partnership working, and of enabling older people and their families to maintain the highest quality of life. The book is divided into three sections, each investigating how research and development can be undertaken to provide better care for the individual resident and their family, to enhance care at the organisational level and to develop the care home's relationships within the wider community. By addressing the concerns of residents and their families as well as those of carers and home managers, this book identifies how the generation of new knowledge through research can bring about real changes in care provision. This collection of papers will be an invaluable resource for students, care staff, care home managers, inspectors, lecturers and policy makers.

Book Wellbeing and Devolution

Download or read book Wellbeing and Devolution written by Jennifer Wallace and published by Springer. This book was released on 2018-12-05 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: It has been over twenty years since the people of Scotland, Wales and Northern Ireland voted for devolution. Over that time, the devolved legislatures have established themselves and matured their approach to governance. At different times and for different reasons, each has put wellbeing at the heart of their approach – codifying their values and goals within wellbeing frameworks. This open access book explores, for the first time, why each set their goal as improving wellbeing and how they balance the core elements of societal wellbeing (economic, social and environmental outcomes). Do the frameworks represent a genuine attempt to think differently about how devolved government can plan and organise public services? And if so, what early indications are there of the impact is this having on people’s lives?

  • Publisher : The Stationery Office
  • Release : 2013-03-06
  • ISBN : 9780215054616

Download or read book Crossing the Border written by Great Britain: Parliament: House of Commons: Welsh Affairs Committee and published by The Stationery Office. This book was released on 2013-03-06 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: Problems with key M4 transport route continue to risk damage to Welsh economy. The route has suffered from under-investment and congestion for too long. The UK and Welsh Governments must work together to find attainable, funded solutions to these problems. The Committee also says the high toll on the Severn Crossing is still hampering the development of businesses in Wales and deterring inward investment to Wales and the UK Government should bring forward proposals for reducing it. The Committee also welcomes the new investment in cross-border rail links into Wales but the exclusion of South Wales from the HS2 proposals means businesses and people may relocate eastwards across the border. The development of a high speed rail link from Wales to England would be an important boost to the Welsh economy and help to achieve the aim of successive Governments of rebalancing the UK economy. There are good examples of joint working between the two governments to secure improvements to strategic cross-border routes, and especially welcome is the almost £2 billion of rail investment on the electrification of the Great Western Main Line and a proposed new rail link to Heathrow Airport. But the Committee says it is unclear why the Welsh Government should be entitled to a "Barnett" consequential payment in respect of the Crossrail project but not HS2. It also notes that rail connectivity between North and Mid Wales and England has been overlooked for too long and calls for more frequent rail connections from Mid Wales to England.

Book House of Commons Welsh Affairs Committee The Impact of Changes to Housing Benefit in Wales HC 159

Download or read book House of Commons Welsh Affairs Committee The Impact of Changes to Housing Benefit in Wales HC 159 written by Great Britain: Parliament: House of Commons: Welsh Affairs Committee and published by The Stationery Office. This book was released on 2013-10-17 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: The costs of housing benefit currently makes up more than a tenth of the UK Government's expenditure on welfare, with costs forecast to reach £25 billion by 2014-15. The Government's policy on under-occupation came into force in April 2013 and it is estimated that 40,000 tenants in Wales will be affected; representing 46% of working age housing benefit claimants living in the social rented sector. This is the highest proportion of any region in Great Britain. There could therefore be a shortage of one and two bedroom homes in Wales to re-house everyone who wants to downsize. If local authorities are struggling to find alternative smaller accommodation for Government should undertake a speedy review of this policy. It is also increasingly urgent for the Welsh Government to continue with its house-building programme, with a particular focus on the building of smaller sized properties: obviously this is a long-term solution that would require additional resources. If no social housing is available, tenants may need to move to the private rented sector and private rental costs would need to be monitored. The costs of moving disabled households who require adaptations are also a concern. There may be a case for exempting disabled households from the policy. The Government's proposal to pay housing benefit direct to social tenants under Universal Credit may result in some tenants being unable to manage their rent payments. The Committee recommends that the Government provide for housing benefit to be paid direct to the landlords in certain circumstances, for example after a specified period of non-payment
