Among its major achievements was Agenda 21, an ambitious plan of action on 39 environment and development issues. The United Nations subsequently created the Commission on Sustainable Development (CSD) to monitor progress towards achievement of UNCED's goals. This report of Canada to the CSD summarizes the progress, lessons learned, and challenges in achieving the goals of sustainable development. It concentrates on the chapters and themes in Agenda 21 that will be discussed at the next session of the CSD. It attempts to isolate the major trends and themes in Canadian responses to each of those chapters. It also includes short summaries of recent developments in topics related to the sectoral chapters discussed during the latest session of the CSD.

Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. These systems, which for many local populations are very important for food security, income generation and environmental protection, are found primarily in the semi-arid and sub-humid zones of West Africa. The document first provides a thorough description of their distribution and diversity and discusses different ways of classifying them. It also presents data on current trends in parkland development and assesses determining factors. The document then provides an in-depth analysis of biophysical tree-soil-crop interactions and the factors regulating them, and describes various improved parkland management techniques. It goes on to examine the strength and limitations of institutional arrangements as well as the constraints imposed by Sahelian forest policies on the sustainable management of parklands. The production, use and marketing of parkland products is reviewed with an emphasis on their contribution to food security, local and national income as well as social values. Overall costs and benefits of the practice of parkland agroforestry are evaluated. In conclusion, the document identifies crucial research needs and promising avenues for promoting sustainable management of parkland systems.

First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. Third, it rethinks where Canadian aid is or should be heading, including recommendations for improved development assistance. Fourth, it highlights how serious rethinking is required on aid itself: the concept, its relation to non-aid policies that affect development in the Global South, and the rise of new providers of development assistance, especially “emerging economies”. Each of these novel challenges holds important implications for Canada, for its development policies and for its declining influence in the morphing global aid regime.
