But he also tells the story of the balkanization of politics, of the Balkans seen from below. A space of bogumils—those medieval heretics who fought against Crusades and churches—and a place of anti-Ottoman resistance; a home to hajduks and klefti, pirates and rebels; a refuge of feminists and socialists, of antifascists and partisans; of new social movements of occupied and recovered factories; a place of dreamers of all sorts struggling both against provincial “peninsularity” as well as against occupations, foreign interventions and that process which is now, in a strange inversion of history, often described by that fashionable term, “balkanization.” For Grubačić, political activist and radical sociologist, Yugoslavia was never just a country—it was an idea. Like the Balkans itself, it was a project of inter-ethnic co-existence, a trans-ethnic and pluricultural space of many diverse worlds. Political ideas of inter-ethnic cooperation and mutual aid as we had known them in Yugoslavia were destroyed by the beginning of the 1990s—disappeared in the combined madness of ethno-nationalist hysteria and humanitarian imperialism. This remarkable collection chronicles political experiences of the author who is himself a Yugoslav, a man without a country; but also, as an anarchist, a man without a state. This book is an important reading for those on the Left who are struggling to understand the intertwined legacy of inter-ethnic conflict and inter-ethnic solidarity in contemporary, post-Yugoslav history.

Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. It covers both the states that emerged out of the initial disintegration across 1991 and 1992 (Slovenia, Croatia, Bosnia-Herzegovina, the Federal Republic of Yugoslavia and Macedonia), as well as those that have been formed recently through subsequent partitions (Serbia, Montenegro and Kosovo). While citizenship has often been used as a tool of ethnic engineering to reinforce the position of the titular majority in many states, in other cases citizenship laws and practices have been liberalised as part of a wider political settlement intended to include minority communities more effectively in the political process. Meanwhile, frequent (re)definitions of these increasingly overlapping regimes still provoke conflicts among post-Yugoslav states. This volume shows how important it is for the field of citizenship studies to take into account the main changes in and varieties of citizenship regimes in the post-Yugoslav states, as a particular case of new state citizenship. At the same time, it seeks to show scholars of (post) Yugoslavia and the wider Balkans that the Yugoslav crisis, disintegration and wars as well as the current functioning of the new and old Balkan states, together with the process of their integration into the EU, cannot be fully understood without a deeper understanding of their citizenship regimes.
