A review of the literature illustrates the struggle of African American children in the American educational system: from the Civil Rights Movement and desegregation to the re-segregation of these same children into special day classrooms. What the literature fails to report is how parental involvement might help educators address the problem of overrepresentation and the perceptions of the families who are affected by their children being placed in special educational settings. The purpose of this study was to describe and analyze the experiences and perceptions of African American parents who have male children receiving special education services in schools. Critical race theory was utilized as a framework to examine and challenge the manner in which race and racism impacts practices and procedures by school personnel dealing with African American parents. As such, qualitative data were gathered and analyzed to bring to light African American parents' experiences with the special education system servicing their male children. Many of the parents in this study stated that they had experienced obstacles that prevented them from meaningful participation in the educational planning for their children as members of the IEP process. The perceived obstacles that limited their parental involvement in special education were the following: communication between parents and the IEP team members; knowledge of special education laws; parental rights and roles in the process; African American academic success and placement; and school staff understanding of African American students culture and the need for diversity. The findings of this study yield important implications for policy and practice. These changes require a paradigm shift towards inclusive educational practices that support all students in the general education setting and a renewed commitment to improving parental involvement among African American parents at both the site and district levels. Educational leaders can support this shift through providing professional development and trainings to parents and site administrators on the legal guidelines established by Public Law 94-142 (IDEA). Future research include studies which could provide the field with more information as to why inequities in special education continue to plague African American males and their families.

More specifically, this analysis is based on the notions that: 1) parent involvement in inner city schools present unique challenges that are different from the traditional middle class perspective; 2) there is value in a cooperative approach between parents, teachers, and administrators that places the student at the center of each major discussion and decision; and 3) illustrates that parental involvement is a real perspective and not just rhetorical jargon. Although the focus of this book is in increasing parent involvement in inner city schools, readers must be mindful that the ultimate objective for this work and others like it is the successful educating of all children, so that they graduate from high school, and move into higher education, or into the workforce. Parent involvement by itself will not ensure academic success of children, but, combined with many strategies, including a clear understanding of the differences between an inner city school environment and a middle class school setting, effective teaching, sound and relevant curricula, safe and secure learning environment, and visionary leadership, children attending inner city schools can be just as effective as those in middle class school settings.

Book excerpt: Research has consistently shown that parent involvement positively influences students' academic outcomes (Henderson & Mapp 2002). Interestingly, studies of parent involvement focus largely on the role of mothers. This is particularly true for studies of African American parent involvement, where participants are often cast as single mothers and fathers assumed to be absent. As a result, little is known about the experiences and engagement of fathers in the education of their children - and even less is known about African American fathers. This narrative study intends to add the voices of African American fathers to this incomplete scholarly record. Given the persistently disproportionate numbers of African American children in special education, this study examines the involvement of fathers in the education of their children with special needs - with attention to their participation in their children's individual education plan (IEP) meetings. Six African American fathers participated in two in-depth interviews. Analysis of the data revealed: 1) Participants' experiences present a counternarrative to the deleterious stereotype of the absent African American father; 2) Participants' experiences also offer a counternarrative to the dominant narrative of mothers as a proxy for "parent" in discussions of parent involvement; 3) Participants' initial reactions to learning about their children's diagnosis with autism corresponds with KuÌ8bler-Ross' Grief Cycle; 4) Participants' experiences present a counternarrative to the stereotype of the dysfunctional African American family; and 5) To varying degrees, the intersection of race and gender shaped participants' involvement in their children's schools. Findings from this study inform both practice and future research.

While African American mothers advocating for their children's educational needs is not a new occurrence, it is one that has yet to receive the attention it necessitates. Mothering work in support of children's education is rarely explored, while qualitative studies that focus specifically on African American mothers' of children with disabilities, and the decisions they make on behalf of their children, are a rarity. And, while special education research has examined varied experiences of parents, there is an obvious gap in examining specific diverse populations within the context of special education. The purpose of this research is to critically examine the overlap of race, class, and gender in parental special education advocacy, combining social and cultural capital theories with a framework Collins (1994) and Cooper (2007) describe as 'motherwork' to provide an understanding, from a strengths-based perspective, of the experiences and meanings African American mothers make of their interactions within the special education setting as they attempt to elicit their voices in the decision-making for their children. The findings will add to the research on parent involvement in special education settings, examine the experiences of African American mothers of children with disabilities in an effort to counteract educators' sometimes negative perceptions of parents as adversarial, dysfunctional (Powell, Hecimovic, & Christenson, 1993, as cited in Spann, Kohler, & Soenksen, 2003; Rosin, 1996, as cited in Spann et al., 2003; Salisbury & Dunst, 1997, as cited in Spann et al., 2003) or untrustworthy sources of information (Gilliam & Coleman, 1981, as cited in Spann et al., 2003; McAfee & Vergason, 1979, as cited in Spann et al., 2003), and provide a perspective that will enable educators and policymakers to focus on the strengths of rural African American mothers while understanding some of the barriers they face."--Abstract from author supplied metadata.

There is now an extensive body of research on the educational strategies of the white middle classes but a silence exists around the emergence of the Black middle classes and their experiences, priorities, and actions in relation to education. This book focuses on middle-class families of Black Caribbean heritage. Drawing on rich qualitative data from nearly 80 in-depth interviews with Black Caribbean middle-class parents, the internationally renowned contributors reveal how these parents attempt to navigate their children successfully through the school system, and defend them against low expectations and other manifestations of discrimination. Chapters identify when, how and to what extent parents deploy the financial, cultural and social resources available to them as professional, middle class individuals in support of their children’s academic success and emotional well-being. The book sheds light on the complex, and relatively neglected relations, between race, social class and education, and in addition, poses wider questions about the experiences of social mobility, and the intersection of race and class in forming the identity of the parents and their children. Book excerpt: This report describes a project that sought to ascertain the educational expectations and actual levels of participation by Black, low to low-middle income parents of 36 regular and special education students entering three Baltimore (Maryland) public schools. The parents' initial expectations and the development of these expectations over the first 3 years of schooling were examined. The study used a qualitative design that employed interviews, participant observations, and a focus on the process of a series of interpersonal interactions. A central finding was that initial expectations were high for both groups of parents, but that, as time went on, participation became increasingly pro forma for the parents of children receiving special education. These parents experienced increasing difficulties in understanding and negotiating effectively with the special education system. Recommendations of the study include the following: (1) inclusion of parents in the assessment process and explicit explanation to parents of the possible implications of the students' classification and placement; (2) pre-conference meetings before initial and triennial reviews; (3) flexible scheduling and timing of Assessment, Review, and Dismissal meetings with adequate notice to parents including a proposed agenda; and (4) neighborhood or modified neighborhood placement of students. The reviewed works span between 1990 and 2014, and the purpose of the review is to understand (a) the experiences of African American parents of children with disabilities with the special education process, (b) the factors impacting these parents participation in their children's education, (c) their experiences with special education professionals, and (d) their perspectives on the factors that hinders or facilitate their relationship with special education professionals. Thirteen studies met the inclusion criteria of being published in peer-reviewed journals or dissertations and investigating the experiences of African American parents of children who receive special education services. The findings suggest that parents' participation in special education processes and parent-professional relationships are influenced by factors such as communication issues, cultural difference, support from the system, knowledge of special education law and procedures. I conclude this study by proposing recommendations for improving the experiences of African American parents in special education process.
