Since the end of the cold war, advocacy groups have proliferated and enjoyed increasing access to global governance institutions such as the European Union, World Trade Organization, and the United Nations climate conferences. This book seeks to push theories of interest groups and international non-governmental organizations forward. It argues that the advocacy group effects on global governance institutions are best understood by examining how groups use and shape domestic and global political opportunity structures. Chapters examine how, when, and why domestic and global political opportunity structures shape advocacy group effects in global governance, across global institutions, levels of government, advocacy organizations, issue areas, and over time. As special interests are becoming increasingly involved in global governance, we need to better understand how advocacy organizations may impact global public goods provision.

This volume outlines a new agenda for the study of advocacy organizations, proposing a model of NGOs as collective actors that seek to fulfil normative concerns and instrumental incentives, face collective action problems, and compete as well as collaborate with other advocacy actors. The analogy of the firm is a useful way of studying advocacy actors because individuals, via advocacy NGOs, make choices which are analytically similar to those that shareholders make in the context of firms. The authors view advocacy NGOs as special types of firms that make strategic choices in policy markets which, along with creating public goods, support organizational survival, visibility, and growth. Advocacy NGOs' strategy can therefore be understood as a response to opportunities to supply distinct advocacy products to well-defined constituencies, as well as a response to normative or principled concerns.

Northern NGOs have lost power and influence and been restricted in their access to southern states. Southern NGOs have developed a capacity to undertake advocacy on their own and often built closer relationships with their own governments. International institutions have become more open to southern NGOs and more skeptical of southern NGOs' claims to speak for southern populations. The result is that the boomerang theory, although still useful, no longer provides the broad explanation for advocacy. A wealth of recent articles (many by contributors to this volume) showed a growing scholarly recognition of the need for new theory. "Beyond the Boomerang" offers cutting-edge scholarship and synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. .

The authors address these important debates using original data drawn from a large-scale project which maps all organized interests participating in two international venues: the World Trade Organizations Ministerial Conferences (1995–2017) and the United Nations Climate Summits (1997–2017). They leverage this unique dataset to carry out a systematic empirical assessment of contending views on the factors driving the rise of transnational advocacy. In doing so, the book demonstrates that cross-national differences in global interest representation largely mirror states’ economic power, and that global interest communities are likely to remain dominated by organizations representing national—rather than global—interests. Contextualized around the international conference setting of the United Nations-sponsored World Summit on the Information Society (WSIS) in 2003 and 2005, the book sees epistemic communities and information and communication technologies (ICTs) as critical to the effectiveness of this important organizational form. Historically, governments have dominated the official “conference diplomacy” surrounding these World Summits. However, reflecting the UN General Assembly resolution authorizing WSIS, transnational civil society and private sector organizations were invited to participate as official partners in a multistakeholder dialogue at the summit alongside the more traditional governments and international organizations. This book asks: are transnational advocacy networks active in the global information society influential partners in these global governance processes, or merely symbolic tokens—or pawns? Cogburn explores the factors that enabled some networks—such as the Internet Governance Caucus—to persist and thrive, while others failed, and sees linkages with epistemic communities—such as the Global Internet Governance Academic Network—and ICTs as critical to network effectiveness.

However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

Against this backdrop, we develop a deliberative approach that puts effective, inclusive, and transformative communication at the heart of global governance. Multilateral negotiations, international organizations and regimes, governance networks, and scientific assessments can be rendered more deliberative and democratic. More thoroughgoing transformations could involve citizens' assemblies, nested forums, transnational mini-publics, crowdsourcing, and a global dissent channel. The deliberative role of global civil society is vital. We show how different institutional and civil society elements can be linked to good effect in a global deliberative system. The capacity of deliberative institutions to revise their own structures and processes means that deliberative global governance is not just a framework but also a reconstructive learning process. A deliberative approach can advance democratic legitimacy and yield progress on global problems such as climate change, violent conflict and poverty.
