Book excerpt: The object of the study was to recommend long-range improvements in the manufacture and concept of gun barrels, as well as to suggest solutions to current gun manufacturing problems. Improved steels are listed and coatings for the bore proposed, which might result in better performance or lower cost. Alternate metalworking and casting methods are discussed. The manufacture and inspection of barrels are described and some advanced technology proposed. A limited number of advanced concepts for launching projectiles were examined. Of the conclusions reached, the foremost two are the need for better understanding of the interrelationships among the factors responsible for the degradation of gun barrels during service, and the need for the consideration of a barrel as part of an ammunition-propellant-gun system and not as an isolated entity. While several new promising concepts and formulations have emerged in recent years, the Department of Defense is concerned about the nation's ability to maintain and improve the knowledge base in this area. To assist in addressing these concerns, two offices within DOD asked the NRC to investigate and assess the scope and health of the U.S. R&D efforts in energetic materials. This report provides that assessment. It presents several findings about the current R&D effort and recommendations aimed at improving U.S. capabilities in developing new energetic materials technology. This study reviewed U.S. research and development in advanced energetics being conducted by DoD, the DoE national laboratories, industries, and academia, from a list provided by the sponsors. It also: (a) reviewed papers and technology assessments of non-U.S. work in advanced energetics, assessed important parameters, such as validity, viability, and the likelihood that each of these materials can be produced in quantity; (b) identified barriers to scale-up and production, and suggested technical approaches for addressing potential problems; and (c) suggested specific opportunities, strategies, and priorities for government sponsorship of technologies and manufacturing process development.

Cutler has compiled a history of our naval heritage in the form of A Sailor's History of the U.S. Navy. The work is unique in two important ways. First, it is written thematically rather than chronologically. This allows recent history to be blended with more distant (but important) events in ways that will reinforce the timelessness as well as the timeliness of the U.S. Navy, thereby having a greater appeal to today's sailor. There are a number of themes being used—the most obvious are manifested in chapters with the themes of "honor," "courage," and "commitment," but others serve as useful vehicles as well; for example, there is a chapter called "What's in a Name?" that briefly discusses how ships have been/are named and then uses the many ships that have carried the name ""Enterprise"" as the theme for presenting significant portions of the Navy's history. The other unique characteristic of this history is that it focuses wherever possible on the roles of ALL sailors rather than just the officers. That is not to say that Jones and Decatur are not there, but that the emphasis is along the lines of "the crew of the Bon Homme Richard fought on into the night..." rather than "Jones fought..." Also, there are plenty of individual sailor heroes who can stand alongside the Perrys and the Farraguts (Boatswain's Mate First Class Williams who won the Medal of Honor in Vietnam, Dorie Miller of Pearl Harbor fame, Gunner's Mate Third Class Paul Henry Carr at the battle off Samar, etc.). Some emphasis upon what it was like to be a sailor (working and living conditions) at different times is included as well.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
