Book excerpt: The Office of Technology Assessment reviewed the nation's literacy problem and the current and potential impact of using technologies in adult literacy programs. Data were collected from 2 workshops, 155 contributors and reviewers, 60 existing literacy programs, and 6 contractor reports. The information is summarized in this eight-chapter report. Chapter 1 is a summary and outline of policy issues and options. Chapter 2 examines the changing nature of literacy, the demographics of adult literacy, and the need for literacy education. The special needs of adult learners and the role of technology in meeting them is discussed in Chapter 3. Chapters 4 and 5 describe the existing system of literacy education and the federal role in it. Promising roles for technology in improving literacy education are outlined in Chapter 6. Chapter 7 deals with access/barriers to technology use in existing literacy programs, and Chapter 8 assesses the future role of technology in literacy education. Appendixes include the following: a list of the report's boxes, figures, and tables; information on major federal adult literacy/basic skills programs and key coordination provisions in literacy legislation; a glossary and list of acronyms; and lists of the study's reviewers and contributors. They were produced in the context of a more complete survey, under the auspices of the UNESCO Institute for Education (VIE) in cooperation with the University of Florence, which sought to identify tendencies in this field over the past few years. The international research project, under which these national studies were made, was developed under the direction of Paul Belanger, Director of UIE, and Paolo Federighi, Professor at the University of Florence. An international publication by the two project directors, due to appear at the beginning of 1997, will report on the findings of the project, which involves 26 countries. The contributions presented here reflect a broad geographical spectrum as well as a wide range of policy models. From an analysis of these studies, it is apparent that this is a field in which there has been much innovation and which encompasses markedly varying approaches in response to different national conditions.

Book excerpt: Goal 5 of the National Education Goals states that by the year 2000 every adult American will be literate and possess knowledge and skills necessary to compete in a global economy. An in-depth review of current research and literature on issues related to adult literacy and lifelong learning was conducted. The review focused on the following issues related to literacy and lifelong learning: the school-to-work transition; opportunities for training in the skills needed to adapt to emerging technologies, work methods, and markets; programs to meet the needs of part-time and midcareer students; projected increases in enrollments in college programs; and outcomes of college education related to critical thinking, effective communication, and problem solving. The following are among the major findings of research in these areas: (1) more adults are completing more years of education, and this trend will likely continue into the next century; (2) increasingly, adults are learning at all ages and in settings that vary widely with respect to degree of formality and organization; (3) technological advances are providing adults with more opportunities and options for controlling timing and setting of learning and are enabling postsecondary students to balance their time between work and education; and (4) ever-changing work environments require recurrent education. The literature review also revealed that there is little consensus on the definition of literacy and on what constitutes knowledge for citizenship and curricular areas likely to contribute to good citizenship.
