Book excerpt: A Working Group on Administrative Aspects of Family Planning Programmes met in Bangkok, Thailand, March 16-24, 1966, to discuss problems peculiar to family planning program administration. The meeting was oriented toward operational problems that might be encountered in implementing programs at the local level; technical problems dealing with training, education, communications, and the manufacture of birth control devices were mentioned only in relation to family planning administration. Participants included 23 people from the 10 member countries of the Economic Commission for Asia and the Far East, 12 experts in family planning problems in that area, and representatives from several international organizations. The agenda, summarized in this publication, included: 1) reports on family planning programs in member countries; 2) setting targets for family planning programs; 3) assessing and meeting administrative requirements in personnel, recruitment, training, supplies, and transport; 4) budgets and timetables; 5) making cooperative arrangements with government and voluntary agencies; 6) specific principles in program implementation in regard to maintaining flexibility in the allocation of resources and the delegation of discretionary powers to personnel at different levels; 7) evaluation for the administrator of the effectiveness of the program; and 8) dissemination of knowledge and experience between workers within the country and between countries in the region.

Book A Review of the HHS Family Planning Program

Download or read book A Review of the HHS Family Planning Program written by Institute of Medicine and published by National Academies Press. This book was released on 2009-08-07 with total page 486 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Review of the HHS Family Planning Program provides a broad evaluation of the Title X family planning program since its establishment in 1970. The program successfully provides family planning services to its target audience of low-income individuals, but there is room for improvement. While the program's core goals are apparent, a secondary set of changing priorities has emerged without a clear, evidence-based strategic process. Also, funding for the program has increased in actual dollars, but has not kept pace with inflation or increased costs. Several aspects of the program's structure could be improved to increase the ability of Title X to meet the needs of its target population. At the same time, the extent to which the program meets those needs cannot be assessed without a greater capacity for long-term data collection. A Review of the HHS Family Planning Program recommends several specific steps to enhance the management and improve the quality of the program, as well as to demonstrate its direct contribution to important end results, such as reducing rates of unintended pregnancy, cervical cancer, and infertility. The book will guide the Office of Family Planning toward improving the effectiveness of the program. Other parties who will find the research and recommendations valuable include programs receiving Title X funding from the Office of Family Planning, policy makers, researchers, and professional organizations.

Download or read book The Best Intentions written by Committee on Unintended Pregnancy and published by National Academies Press. This book was released on 1995-06-16 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Experts estimate that nearly 60 percent of all U.S. pregnancies--and 81 percent of pregnancies among adolescents--are unintended. Yet the topic of preventing these unintended pregnancies has long been treated gingerly because of personal sensitivities and public controversies, especially the angry debate over abortion. Additionally, child welfare advocates long have overlooked the connection between pregnancy planning and the improved well-being of families and communities that results when children are wanted. Now, current issues--health care and welfare reform, and the new international focus on population--are drawing attention to the consequences of unintended pregnancy. In this climate The Best Intentions offers a timely exploration of family planning issues from a distinguished panel of experts. This committee sheds much-needed light on the questions and controversies surrounding unintended pregnancy. The book offers specific recommendations to put the United States on par with other developed nations in terms of contraceptive attitudes and policies, and it considers the effectiveness of over 20 pregnancy prevention programs. The Best Intentions explores problematic definitions--"unintended" versus "unwanted" versus "mistimed"--and presents data on pregnancy rates and trends. The book also summarizes the health and social consequences of unintended pregnancies, for both men and women, and for the children they bear. Why does unintended pregnancy occur? In discussions of "reasons behind the rates," the book examines Americans' ambivalence about sexuality and the many other social, cultural, religious, and economic factors that affect our approach to contraception. The committee explores the complicated web of peer pressure, life aspirations, and notions of romance that shape an individual's decisions about sex, contraception, and pregnancy. And the book looks at such practical issues as the attitudes of doctors toward birth control and the place of contraception in both health insurance and "managed care." The Best Intentions offers frank discussion, synthesis of data, and policy recommendations on one of today's most sensitive social topics. This book will be important to policymakers, health and social service personnel, foundation executives, opinion leaders, researchers, and concerned individuals. May

Book Report of a Comparative Study on the Administration of Family Planning Programmes in the ESCAP Region

Download or read book Report of a Comparative Study on the Administration of Family Planning Programmes in the ESCAP Region written by United Nations. Economic and Social Commission for Asia and the Pacific. Population Division and published by . This book was released on 1977 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: The general objective of the comparative study on the administration of family planning programs in the Economic and Social Commission for Asia and the Pacific (ESCAP) region was to assess the performance of the national family planning programs and to identify organizational determinants of their performance. Another study objective was to demonstrate the utility of research for improving family planning program management by making effective recommendations for administrative changes to increase program performance. The 1st phase of the study was initiated in July 1973 and completed in December 1974 with the participation of Indonesia, the Republic of Korea and Singapore. The 2nd phase was begun with the participation of Malaysia in January 1975 and with that of the Philippines in June 1975. The study is based on the 6 sets of data obtained in each of the participating countries following the instruments provided by the secretariat. They are: longitudinal program data, program performance data by clinic, environmental data, administrative structures and process data, clinic physical and personnel resources data, and organizational characteristic data. Cross-national analysis of the data from the participating countries revealed a number of administrative factors which are related to the efficiency of the fertility control programs. The following were among the study findings: 1) value-change orientation was associated with a marked decrease in productivity, yet 2 countries with service orientations appeared to have increasing or at least constant productivity; 2) urbanization and population density were contributing to the clinic productivity in 2 countries and moderately in 1 country; 3) the urban and rural environments often require very different organizational strategies inoorder to produce the desired performance; 4) frequent contacts with agencies related to family planning and their personnel, especially at the local level, were contributing to clinic productivity; and 5) logistic support fom the family planning program central office was critical for clinic efficiency.
