Book excerpt: The County of Los Angeles faces a homelessness crisis, numbers continue to rise, and taxpayers' frustration increases. In recent years, there has been an increase in Hepatitis A, Typhus, and, most recently, COVID-19. This research paper identifies problems communities face surrounding homelessness in Los Angeles County. An in-depth analysis is provided to highlight the many causes of this complex societal problem. The research paper aims to evaluate if Los Angeles County has the capacity to deal with large homeless encampments. The purpose of this study is to describe the current efforts undertaken by Los Angeles County to address public health concerns. The research design uses both qualitative and quantitative methods of gathering data. Empirical data collection through survey collection and interviews will be used for the study. The study's findings will help better analyze the current policies surrounding public health efforts in Los Angeles County. The results will provide insight into how the implementation and planning of future policies can be improved.

The research problem highlights the homeless problem throughout Los Angeles County, and identifies the need for collaboration between nonprofits and policymakers in order to create and implement efficient change. The research design will be a mixed-method case study analysis, where the researcher will assess the effectiveness of homeless policies that involved collaboration and those that did not. Quantitative data, analyzing homeless numbers and demographics, will also be collected through the Homeless Management Information System and from the Los Angeles County Homeless Count. The overall findings from this study will improve the collaboration efforts between nonprofits and local governments, and provide scientific insight into how homeless-related policies and programs can be improved through feedback from those who are the service providers and nonprofit organizations.

Book excerpt: Homelessness has become a complex social challenge gaining national and international attention. Scholars, practitioners, and policymakers have prescribed various policy needs addressing different dimensions of homelessness. Of these approaches, the need for additional housing has come to the foreground of the public policy environment. Housing policies are not a new fixture of government intervention. Instead, these policies have been around for decades changing in nature and response. As the topic of homelessness has grown in scope, so too has massive investments in the local, state, and federal levels of government to uplift people out of homelessness through the development of housing. Even with the up tick in investments to build housing, Los Angeles continues to experience rising numbers of people experiencing homelessness. To understand if housing policies are effective in reducing homelessness, a mixed-methods research approach has been designed to analyze the extent to which housing policies are addressing homelessness from the perspectives of those experiencing homelessness through an ethnography. Homelessness remains a complex social issue that requires pragmatic approaches to identifying underlying challenges in housing policy to address homelessness.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: The Los Angeles City Council's Comprehensive Homeless Strategy (CHS) represents a significant legislative report for a short, medium, and long-term approach in how the City seeks to reduce homelessness in collaboration with the County of Los Angeles, existing non-profit providers, and Los Angeles Homeless Services Authority (LAHSA). CHS provides nearly 50 policy and funding recommendations. Yet, despite the Council's direction to focus more closely on youth homelessness, the Lesbian, Gay, Bisexual, Trans, and Queer (LGBTQ) community, and homeless pet owners, the design and strategies of CHS do not provide substantial support of LGBTQ families. This paper applies a Family Impact Analysis (FIA) framework to further explore limitations of CHS' policy and funding recommendations and demonstrate how CHS perpetuates the heteronormative legacy of addressing homelessness in a way that continues to marginalize and neglect LGBTQ families.

Book excerpt: In response to the homeless crisis in Los Angeles County, taxpayers voted for Measure H in 2017 to fund homeless initiative programs and services, such as preventative measures, to combat homelessness. After two years, reports from the Los Angeles Homeless Services Authority (LAHSA) show that the number of homeless within certain homeless subpopulations have increased. This study will use a qualitative interview-based survey methodology to gather information from the various perspectives of the most vulnerable homeless subpopulations. This study aims to identify whether the implemented homeless programs and services are effective and offers recommendations for changes to policies to address the needs of the homeless youth and chronically homeless subpopulations.

In this project, the authors aimed to bring together an unparalleled amount of data on the current supply of housing in Los Angeles County to address homelessness. They take a broad view of housing that incorporates not only such resources as interim or shelter settings and permanent supportive housing, but also deed-restricted affordable housing developments as well as residential settings that address physical, mental, and substance use treatment needs. In this report, the authors describe how they combined data from city, county, state, and federal agencies to develop an interactive, map-based tool. They also discuss the broader context of their work from interviews conducted with staff from county and other government agencies, nonprofit homeless service providers, and other research entities. The purpose of this project is to provide a comprehensive set of information about current housing resources to facilitate planning, policymaking and research related to the supply of housing resources that aim to address homelessness in the Los Angeles region.

It is an issue that has been addressed by both public policymakers and academic researchers. Despite many attempts and strategies, homelessness continues to be a significant public policy issue; this has led to the creation of organizations like the Los Angeles Homeless Servers Agency (LAHSA). LAHSA is a unique public agency, as it is one of the few specifically tasked with addressing the obstacles for people experiencing homelessness. In that vein, LAHSA interacts with many different government agencies that also interact with the homeless population. This project seeks to explore those interactions, their design, nature, and effectiveness. To that end, the author conducted a literature review on the relevant topics. The researcher's main trends in the literature review were in the areas of homelessness programs, interagency cooperation in dealing with homelessness, and Interagency Cooperation in General. In the field of homelessness, the research suggests a housing-first approach, with other services to come later. Effective collaboration and communication resulted in profound interagency cooperation. Finally, for interagency cooperation in general, the articles reviewed point to the benefits and obstacles of getting two or more agencies to cooperate. For these three trends, the researcher identified a research gap and created a question. This project seeks to understand the way that LAHSA currently interacts with partner agencies. This project plans to accomplish this by conducting high-level interviews with executives at LAHSA and then performing a multiple-choice survey of employees at LAHSA about how interagency cooperation works in their organization. The researcher expects that this mixed methods approach will gain valuable knowledge and insight into LAHSA and Public Administration interagency cooperation in general. This project's findings are expected to benefit LAHSA by identifying best practices and areas of improvement and providing real-world research into interagency collaboration.

Book excerpt: Mentally ill people turned out of institutions, crack-cocaine use on the rise, more poverty, public housing a shambles: as attempts to explain homelessness multiply so do the homeless--and we still don't know why. The first full-scale economic analysis of homelessness, Making Room provides answers quite unlike those offered so far by sociologists and pundits. It is a story about markets, not about the bad habits or pathology of individuals. One perplexing fact is that, though homelessness in the past occurred during economic depressions, the current wave started in the 1980s, a time of relative prosperity. As Brendan O'Flaherty points out, this trend has been accompanied by others just as unexpected: rising rents for poor people and continued housing abandonment. These are among the many disconcerting facts that O'Flaherty collected and analyzed in order to account for the new homelessness. Focused on six cities (New York, Newark, Chicago, Toronto, London, and Hamburg), his studies also document the differing rates of homelessness in North America and Europe, and from one city to the next, as well as interesting changes in the composition of homeless populations. For the first time, too, a scholarly observer makes a useful distinction between the homeless people we encounter on the streets every day and those "officially" counted as homeless. O'Flaherty shows that the conflicting observations begin to make sense when we see the new homelessness as a response to changes in the housing market, linked to a widening gap in the incomes of rich and poor. The resulting shrinkage in the size of the middle class has meant fewer hand-me-downs for the poor and higher rents for the low-quality housing that is available. There are approximately 47 thousand homeless people who are living on the streets or in shelters in Los Angeles County. The metropolitan area in downtown Los Angeles has the highest population of homelessness in the Los Angeles County (Kriegler, Berk, 2010). Most of homeless population suffers from physical and mental disorders (Piliavin, Sosin, Westerfelt, Matsueda, 1993). Some of them become homeless due to personal history such as immigration status or former prisons. In 2018, the average sale price of a Los Angeles County home is around $585,000, which prevents an individual or family from affording a home. Also when there is a lack of employment opportunities stability is challenged, which leads to people losing their homes. These facts alone represents the visible need to address the growing rate homelessness. All levels of government should allocate funds and collaborate on how to reduce homelessness in LA County by developing a strategic plan.
