Some 230,000 newborn infants die each year. This is unacceptable on any terms, but doubly unacceptable when the knowledge and tools exist to save 50,000 newborn infant lives annually. Under-five mortality has been reduced by two thirds in the last two decades, but this is largely because interventions have reduced the risks and improved the treatment for children who survive the neonatal period. This Regional Action Plan identifies bold steps that can be taken to provide all newborn infants with a set of appropriate health-care interventions. WHO Western Pacific Region and UNICEF East Asia and Pacific Region are committed to supporting national action based on the Regional Action Plan. It shows how governments, United Nations agencies, and other stakeholders can contribute to a healthy start for every newborn infant in the Region.

Member States developed the Action Plan for Healthy Newborn Infants in the Western Pacific Region (2014-2020) to support scaling up EENC interventions. Eight priority countries with the highest burden of neonatal mortality (Cambodia, China, the Lao People's Democratic Republic, Mongolia, Papua New Guinea, the Philippines, Solomon Islands and Viet Nam) are implementing the action plan. In September 2015, these countries convened to review progress and agree on priority actions. Progress was validated by an Independent Review Group. Following the September meeting and until July 2016, new country data that became available were validated by the group. This report summarizes progress in the eight priority countries and the agreed priority actions.

The Maternal Mortality Estimation Inter-Agency Group comprising the World Health Organization (WHO) the United Nations Children?s Fund (UNICEF) the United Nations Population Fund (UNFPA) the World Bank Group and the United Nations Population Division assessed the 95 countries with an MMR higher than 100 in 1990. The report notes Cambodia the Lao People?s Democratic Republic and Mongolia have achieved this target in the Western Pacific Region. However maternal mortality remains higher than the Sustainable Development Goal (SDG) target in five countries in the Region. WHO has developed evidence-based maternal health recommendations for reducing maternal mortality and morbidity. This review compares national guidelines and protocols implementation and health system standards to WHO recommendations for eight countries that account for 96% of maternal deaths in the Western Pacific Region.

UNICEF's flagship publication, The State of the World's Children 2009, addresses maternal mortality, one of the most intractable problems for development work.The difference in pregnancy risk between women in developing countries and their peers in the industrialised world is often termed the greatest health divide in the world. A woman in Niger has a one in seven chance of dying during the course of her lifetime from complications during pregnancy or delivery. That's in stark contrast to the risk for mothers in America, where it's one in 4,800 or in Ireland, where it's just one in 48,000. Addressing that gap is a multidisciplinary challenge, requiring an emphasis on education, human resources, community involvement and social equality. At a minimum, women must be guaranteed antenatal care, skilled birth attendants and emergency obstetrics, and postpartum care. These essential interventions will only be guaranteed within the context of improved education and the abolition of discrimination.

The recommendations in this guideline can be used by policy-makers and programme managers to assess current intake levels of free sugars in their countries relative to a benchmark. They can also be used to develop measures to decrease intake of free sugars, where necessary, through a range of public health interventions. Examples of such interventions and measures that are already being implemented by countries include food and nutrition labelling, consumer education, regulation of marketing of food and non-alcoholic beverages that are high in free sugars, and fiscal policies targeting foods and beverages that are high in free sugars. This guideline should be used in conjunction with other nutrient guidelines and dietary goals, in particular those related to fats and fatty acids (including saturated fatty acids and trans-fatty acids), to guide development of effective public health nutrition policies and programmes to promote a healthy diet.
