Book excerpt: Lawless elements are ascendant in Mexico, as evidenced by the operations of criminal cartels engaged in human and drug trafficking, often with the active support or acquiescence of government actors. The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-rights crisis to flourish, creating a climate of generalized violence that is carried out, condoned, or ignored by the state and precluding any hope for justice. Mexico's Human Rights Crisis offers a broad survey of the current human rights issues that plague Mexico. Essays focus on the human rights consequences that flow directly from the ongoing "war on drugs" in the country, including violence aimed specifically at women, and the impunity that characterizes the government's activities. Contributors address the violation of the human rights of migrants, in both Mexico and the United States, and cover the domestic and transnational elements and processes that shape the current human rights crisis, from the state of Mexico's democracy to the influence of rulings by the Inter-American Court of Human Rights on the decisions of Mexico's National Supreme Court of Justice. Book excerpt: In a consolidated democracy, amnesties and pardons do not sit well with equality and a separation of powers; however, these measures have proved useful in extreme circumstances, such as transitions from dictatorships to democracies, as has occurred in Greece, Portugal and Spain. Focusing on Spain, this book analyses the country's transition, from the antecedents from 1936 up to the present, within a comparative European context. The amnesties granted in Greece, Portugal and Spain saw the release of political prisoners, but in Spain amnesty was also granted to those responsible for the grave violations of human rights which had been committed for 40 years. The first two decades of the democracy saw copious normative measures that sought to equate the rights of all those who had benefitted from the amnesty and who had suffered or had been damaged by the civil war. But, beyond the material benefits that accompanied it, this amnesty led to a sort of wilful amnesia which forbade questioning the legacy of Francoism. In this respect, Spain offers a useful lesson insofar as support for a blanket amnesty – rather than the use of other solutions within a transitional justice framework, such as purges, mechanisms to bring the dictatorship to trial for crimes against humanity, or truth commissions – can be traced to a relative weakness of democracy, and a society characterised by the fear of a return to political violence. This lesson, moreover, is framed here against the background of the evolution of amnesties throughout the twentieth century, and in the context of international law. Crucially, then, this analysis of what is now a global reference point for comparative studies of amnesties, provides new insights into the complex relationship between democracy and the varying mechanisms of transitional justice.

La investigadora indica que es necesaria “una voluntad política real por transformar la realidad y romper con el pasado de violaciones de derechos humanos” y denuncia que “no se haya respetado el derecho de las víctimas a la verdad”. Los resultados del trabajo, según apunta López, se espera que sirvan para que las personas afectadas puedan defender sus derechos ante las instancias internacionales y la Audiencia Nacional española.

A former president fleeing into exile, political assassinations, a rebellion in Chiapas, and the eruption of the so-called war on drugs provide key examples of critical events shaping the nation. This book examines Mexican cinema’s representations of, and responses to, these socio-political moments. Beginning with the definitive year 1994, which saw the Ejército Zapatista de Liberación Nacional (EZLN) declare war on the Mexican government, the early chapters in this book discuss the outcome of these episodes in subsequent years and how they find screen representation. The study then moves on to provide close readings of key filmic texts as reflections of the so-called narco-war and its effects on Mexican society. Focusing on both fiction and documentary filmmaking, this book explores notions of violence, victimhood, and the complex processing of grief in the context of enforced disappearances and the narco-conflict. These include Gustavo Alvarez Gardeazábal's now classic revision of the 'novela de la Violencia', the autobiographical cycle of acclaimed author Fernando Vallejo, versions of the testimonio by Alfredo Molano and internationally renowned novelist Laura Restrepo, as well as cinematic works by Carlos Mayolo and Luis Ospina. These cultural icons, many of whom are remarkably understudied, show how the heterogeneity of social and cultural processes condensed in La Violencia demands a deconstruction of 'violence' in Colombian culture. This argument is developed in dialogue with European and Latin American cultural theory and contributes to theoretical debates surrounding issues of memory and mourning developed in other Latin American contexts. Book excerpt: In June 1825 the Cuban countryside witnessed a large African-led slave rebellion -- a revolt that began a cycle of slave uprisings lasting until the mid-1840s. The Great African Slave Revolt of 1825 examines this movement and its participants for the first time, highlighting the significance of African warriors in New World plantation society. Unlike previous slave revolts -- led by alliances between free people of color and slaves, blacks and mulattoes, Africans and Creoles, and rural and urban populations -- only African-born men organized the uprising of 1825. From this year onwards, Barcia argues, slave uprisings in Cuba underwent a phase of Africanization that concluded only in the mid-1840s with the conspiracy of La Escalera, a large movement organized by free colored men with ample participation of the slave population. The Great African Slave Revolt of 1825 offers a detailed examination of the sociopolitical and economic background of the Matanzas rebellion, both locally and colonially. Based on extensive primary sources, particularly court records, the study provides a microhistorical analysis of the days that preceded this event, the uprising itself, and the days and months that followed.
