There are too few pilots in the active component, yet so many new pilots are entering the force that operational units cannot absorb them without jeopardizing readiness and safety. The 1990s saw sizable cuts in force structure, increased tasking, and fewer training sorties in all remaining active operational units. These factors are the genesis of today's absorption problems. During site visits, we observed the adverse training environment that can result when the number of new pilots arriving at operational units exceeds the units' capacity to absorb them. At an active A/OA-10 combat unit located at Pope Air Force Base, North Carolina, for example, we found the following: (1) Sixty percent (47 of 78) of assigned primary mission pilots were decertified from combat mission-ready (CMR) status. (2) Pilots averaged too few sorties monthly, exhibited degraded performance in primary bombing events, and performed poorly on check rides. (3) All instructor pilot (IP) and supervisor survey respondents cited problems with both the quantity and the quality of training available to inexperienced pilots. Many also expressed concern that wingmen in their units were flying advanced missions without a fundamental foundation in certain basic skills. (4) Manning and experience levels exacerbated these problems. Available training sorties had to be distributed among an aircrew position indicator-1 (API-1) pilot population that was 16.7 percent overmanned and only 36.9 percent experienced even though the reported experience level was 48.6 percent.

Unprecedented losses are occurring for pilots reaching the end of their initial active duty service commitment as well as for pilots who complete bonus-related obligations. Operational units are the only assignment options for newly trained pilots while they mature and develop their mission knowledge. Thus, these units require enough experienced pilots to supervise the development of the new pilots. As the proportion of experienced pilots in a unit drops, each one must fly more to provide essential supervision to an increasing number of new pilots. When the unit1s flying capacity remains fixed, new pilots must each fly less, extending the time needed to become experienced themselves. This report quantifies these experience problems and examines options that can alleviate them. The options include Total Force alternatives, such as associate programs in active units and aging active pilots in Guard and Reserve units.

Book excerpt: There is a high level of concern among senior Air Force leaders about projected pilot shortages, which are so severe they have been labeled an "aircrew crisis." The Air Force asked RAND Project AIR FORCE to evaluate whether a Total Force service commitment (TFSC) policy could reduce or eliminate these shortages. Such a policy would replace the current active duty service commitment and reserve service commitment of 10 years with a TFSC longer than 10 years. The new TFSC policy would also permit the level of cross-flow between the Regular Air Force and reserve components that best addresses Total Force shortages. The authors used a modified version of RAND's Total Force Blue Line model to project future pilot numbers under different assumptions about the TFSC policy. The model results show that a TFSC policy could reduce, but not eliminate, shortages if production plans are unalterable; if certain production adjustments are possible, the benefits of longer service commitments become less important. Moreover, the results paint a clear picture that increasing production (and incorporating new pilots into operational units and affording them sufficient flying time to gain experience) is a required way forward in addressing this aircrew crisis

Book excerpt: The U.S. Air Force (USAF) has determined that its fighter pilots do not currently have sufficient access to training ranges with airspace, threat emitters, targets, and electronic support measures capable of representing advanced potential adversaries. The USAF is developing a plan to upgrade certain ranges with these capabilities. In addition, the USAF may consider potential fighter squadron restationing options that would improve access to the upgraded training ranges. The authors developed an optimization model to determine the combinations of range upgrades and squadron restationing options that provide the highest levels of effectiveness given different policy constraints. They developed one-time move costs associated with squadron restationing and compared those with preliminary range upgrade cost estimates. Finally, the authors collected data on the risks from natural hazards and power outages for the set of bases and ranges under consideration. The authors found that range upgrades alone might not ensure sufficient access to advanced ranges and that restationing fighter squadrons can provide additional access, but the amount depends on institutional freedom to make restationing decisions. The one-time costs for restationing a fighter squadron and range modernization are on the same order of magnitude, but range upgrades may be substantially more expensive over the long term. The authors recommend that the USAF assess the effectiveness, costs, and risks of restationing presented in this report against other potential solutions for providing access to advanced ranges.
