In many cases the special studies which are always prepared by the best experts available stand as the most important works ever to appear on a given subject. For example, the studies used by the Royal Commission on Dominion-Provincial Relations (1937-1940) are still used as required reading in both graduate and undergraduate university courses almost thirty years later. In the author's work as Government Documents Librarian, he witnesses the daily use of royal commission material. The importance attached to royal commission documents and the considerable difficulty in locating many of the earlier reports let Henderson to undertake the compilation of this checklist four years ago.

During these years problems arising out of the production and marketing of western grain have been under continuous review in Canada, leading at different times to royal commissions of inquiry. The production and sale of cereals have become such a vital part of the economic life of the three prairie provinces and, indeed, of Canada, that anything affecting this great industry becomes at once a subject of general interest. These twenty years have witnessed momentous changes. The period marks a shift from free trading on the open market to the compulsory marketing of Canadian wheat and other grains through the medium of a Federal board endowed with wide powers. Basically, this change stems from conditions arising out of the Great Depression and World War II. And in one form or another the Canadian Wheat Board will continue to be a significant factor in the marketing of Canadian wheat. Noteworth also have been the dramatic recovery of the Pools and the negotiation of international agreements; and, on the farm front, the establishment of a permit system to control deliveries of grain to country elevators, and the enactment of legislation to protect producers against losses arising from the hazards of nature.

A central trend in Canadian social security over most of the twentieth century has been a shift from a 'residual' to an 'institutional' concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.

Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Book excerpt: The Atlantic Canada and Western Canada Studies Conferences have focused attention in recent years on the culture and development of two widely separated regions which have been frequently ignored in studies of the Canadian nation. The Atlantic Canada Studies Conference, meeting in 1974 and 1976 at the University of New Brunswick, and the Western Canadian Studies Conference, meeting annually since 1968 at the University of Calgary, have brought together scholars from a variety of disciplines to study the identities and characteristics of these two hinterlands. In 1978 the two conferences met jointly, in a session in Fredericton and one at Calgary with a core of speakers and papers common to both. The purpose was to compare and contrast subjects and experiences of interest and concern in the west and in Atlantic Canada. The ten papers which comprise Eastern and Western Perspectives are selected from twenty-seven presented at the joint conference. The topic chosen not only illustrate some of the preoccupations of regional historians and political scientists, but also echo many of the concerns of Canadians in general. The plight of islands and francophone culture in the midst of an overwhelmingly Anglo-American society, the search for identities in the face of persisting stereotypes, the effects of economic and urban development, the distinctiveness of local political cultures—all are subjects whose study enriches both regional and national history. This volume brings together explorations of these themes from eastern and western points of view and makes a unique contribution to a greater understanding and awareness of the regional dimension in Canadian life.
