Book Superintendent Performance Evaluation Current Practice and Directions for Improvement

Download or read book Superintendent Performance Evaluation Current Practice and Directions for Improvement written by I. Carl Candoli and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Every school district needs a system of sound superintendent performance evaluation. School district superintendents are and must be accountable to their school boards, communities, faculties, and students for delivering effective educational leadership. To assure that they are evaluated fairly, competently, and functionally, superintendents need to help their school boards plan and implement evaluation systems that adhere to the evaluation standards. Superintendent Performance Evaluation outlines some of the problems and deficiencies in current evaluation practice and offers professionally-based leads for strengthening or replacing superintendent performance evaluation systems. This book focuses on the on-the-job performance of school district superintendents as they implement school board policy. The decision to focus on performance evaluation reflects the importance of this kind of evaluation in the move to raise educational standards and improve educational accountability. Boards and superintendents are advised to make superintendent performance evaluation an integral part of the district's larger system for evaluating district needs, plans, processes, and accomplishments.

Book Superintendent Evaluation Handbook

Download or read book Superintendent Evaluation Handbook written by Michael F. DiPaola and published by R&L Education. This book was released on 2004-09-01 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: Superintendent evaluation is a unique process that is often neglected but critical in this era of accountability. This invaluable guide provides an overview of the entire process, including: crafting board policy, criteria for good policy, and prototype policy. It identifies the unique challenges posed by the evaluation process and describes a three-tiered model of evaluation. This model is anchored in the professional standards for superintendency established by the American Association of School Administrators (AASA), the National School Boards Association (NSBA) Key Work of School Boards, the Interstate School Leaders Licensure Consortium (ISLLC) Standards, and the National Technology Standards for School Administrators. Numerous sample forms are included to assist school districts in creating a customized evaluation protocol to enhance performance. Suggestions on next steps for the reader conclude the book and additional resources are described in the annotated bibliography. This handbook will be of interest to superintendents, school board members, and professionals involved in the development and support of superintendents.

Book Superintendents and School Board Presidents Perceptions of the Effectiveness of the Superintendent Evaluation Process in the State of Pennsylvania

Download or read book Superintendents and School Board Presidents Perceptions of the Effectiveness of the Superintendent Evaluation Process in the State of Pennsylvania written by Marc Wyandt and published by . This book was released on 2019 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study sought to examine the perceptions of superintendents and school board presidents related to the effectiveness of the superintendent evaluation process utilized in their school districts. In addition, this study asked superintendents and school board presidents to rank leadership functions derived from the Pennsylvania Leadership Standards in order to evaluate the degree of alignment between the two. Data for this study were collected through instruments designed by the researcher including an online survey and semi-structured interview. A total of 111 survey responses from superintendents and school board presidents in the state of Pennsylvania were analyzed in order to answer the research questions. Eight survey respondents agreed to participate in the follow-up interview. The findings of this study indicate that superintendents and school board presidents perceived the evaluation process to be effective in holding the superintendent accountable and promoting the professional growth of the superintendent. Further, superintendents and school board presidents generally perceived the superintendent evaluation process to be reflective of best practices. The findings related to the ranking of leadership functions demonstrated that superintendents and school board presidents prioritized certain leadership functions more consistently than others, especially when examined in the context of district size, which highlights the importance of collaboration and communication in implementing the superintendent evaluation process.

Book School Board Presidents Perceptions of the Superintendent Selection Process

Download or read book School Board Presidents Perceptions of the Superintendent Selection Process written by Robert A. Rasmussen and published by . This book was released on 2013 with total page 326 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: School districts face enormous challenges with recent reductions in fiscal resources due to cuts in California's state budget and an average tenure for a school superintendent of only 3 years. School boards are challenged to find a leader who can address the needs of the school district during these difficult times. As numerous school superintendents are retiring, and a new generation of educators is applying for key positions in educational leadership, it is important to better understand the perceptions of school board presidents who have experience in selecting a school superintendent. This study explored the perceptions of the superintendent selection process of five participating school board presidents. The participants in this study shared their perceptions of the superintendent search process and selection criteria, perceptions on the most important leadership characteristics desired in a superintendent, and perceptions in the standards used to measure leadership in the candidates selected as superintendent. The findings revealed several components of the selection process that will serve school boards in evaluating the best strategy for them in conducting the superintendent search. When school boards embark on the process of selecting a superintendent, their actions become very public and ultimately reflect on how they view community involvement and input into on-going district leadership. As a result, a well-defined plan of action will reflect well on the school board, build community trust, and set the stage for a positive transition to new leadership at the superintendent level. The assertion that selecting a superintendent may very well be the school board's most important duty of action, it is imperative that such a process be articulated and integrated within the scope of district need and community involvement.

Book Superintendents and Principals Perceptions of Leadership Domains for Evaluating Principals Performance

Download or read book Superintendents and Principals Perceptions of Leadership Domains for Evaluating Principals Performance written by Clifford Byron Wilson and published by . This book was released on 2000 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: ABSTRACT: For an evaluation system to be effective, both the evaluator and the evaluatee must agree on the theoretical importance and practical relevance of the criteria and have confidence in the evaluator to apply these criteria. This study describes differences and correlations between the perceptions of superintendents and principals with respect to the theoretical importance, practical relevance, and confidence they both have in a superintendent's ability to evaluate principals in the four domains of leadership included in North Carolina's new principals' evaluation system: instructional, organizational, moral/ethical, and managerial leadership. The study surveyed superintendents and their principals in school districts in North Carolina that had enrollments between 5,000 and 25,000 students in 1998-99. The total respondent group included 47 superintendents and 518 principals. Descriptive statistics, hierarchical linear modeling, t-tests, and correlations were used to analyze the superintendents' and principals' perceptions. Seven major conclusions were derived from the study's extensive findings. Most important of these, both superintendents and principals consider the four leadership domains to be more theoretically important to being an effective principal than practically relevant to the daily tasks of a principal, and the confidence ratings of both groups are not as high as their importance and relevance ratings. Furthermore, the confidence ratings of principals are significantly lower than those of superintendents. With a few specific exceptions, these perceptions do not vary with demographic or experience variables.

Book School Superintendents Perceptions of the American Association of School Administrators Professional Standards for the Superintendency Their Relevancy to the Superintendency and Correlation to Pre service Preparation of Superintendents

Download or read book School Superintendents Perceptions of the American Association of School Administrators Professional Standards for the Superintendency Their Relevancy to the Superintendency and Correlation to Pre service Preparation of Superintendents written by Dawn A. Santiago-Marullo and published by . This book was released on 2010 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Effective leadership is important at all levels of a school system. This study will focus on the school district superintendent. While the impact of this leadership position on student achievement has been cited in several studies, research on the preparation of individuals for the superintendency is minimal. The media reports shortages in the field by citing the lower number of applicants for these positions. However, the existing research is inconclusive. While the number of applications for a given position may be lower than in the past, school districts are still reporting satisfaction with the search process and the candidates they select. Various standards projects for K-12 educational leadership exist. Many of these were prompted by the perceived need to attract more candidates to the field at every level of educational administration. The researcher selected the American Association of School Administrators' (AASA) Professional Standards for the Superintendency as a proxy for the knowledge and skills needed to be effective in the superintendency. These standards were created to improve educational leadership effectiveness at the superintendent level. They provide a framework for the development of improved leadership preparation programs and assist in individual leadership performance evaluation. For the purposes of this study, the AASA Standards have been correlated to the Four Frames leadership model developed by Lee Bolman and Terrence Deal. This correlation serves as the conceptual framework for this research project. This study examined the perceptions of current New York State school superintendents regarding the applicability of the AASA leadership standards by comparing two groups. The superintendents in the treatment group of this study participated in the SUNY Oswego Superintendent Development Program (SDP) prior to acquiring their first superintendency. The comparison group was comprised of current superintendents who did not participate in this specific pre-service preparation program prior to becoming a school superintendent. The majority of school superintendents responding to the survey indicated that the AASA leadership standards are consistent with the daily work of superintendents. The average percent of respondents selecting the responses extremely or very important was 77% for the 33 indicators surveyed. In addition, superintendents responding to the survey believed they were prepared for the superintendency in their first year. The average percent of responses for the answers extremely or very prepared was 44% for the 33 indicators. When we add the answer prepared, the average increases from 44 to 76%. Only 6% selected not prepared for the 33 indicators surveyed. When survey respondent data was disaggregated, differences among perceptions of preparation were found for some groups. The SDP and earning a doctorate appear to be promising pathways for preparing school superintendents. On average, respondents to the AASA Standards Survey who participated in the SDP and/or earned a doctorate indicated that they were better prepared to perform the tasks described by the indicators than other respondents. Differences in perception of preparedness were the greatest for SDP and non-SDP women. Regardless of their preparation pathway, the results of the survey identified two areas were superintendent preparation might be improved. The indicators to "develop a process for maintaining accurate fiscal reporting" was ranked 30 out of 33 and to "describe procedures for superintendent-school board interpersonal/working relationships" was ranked 32 out of 33 by all respondents. These two indicators were among the five indicators ranked last by mean score by all subgroups of respondents as well. Interestingly, these results confirm the findings of previous studies on the superintendency. The most successful school districts have leadership structures where the superintendent and school board work towards the same goals, keeping students' interests first in their decision-making. These school districts also manage their resources well. Waters and Marzano (2006) found that "board alignment and support of district goals" and "use of resources to support academic achievement and instruction goals" were among the top five areas where superintendents should focus their efforts in order to impact student achievement positively. Given the importance of these skills, organizations preparing future superintendents should review their programs in these two areas: superintendent-school board relations and resource management"--Leaves ix-xi.

Book Superintendent and Principal Perceptions of the Utilization and Impact of Performance based Evaluations

Download or read book Superintendent and Principal Perceptions of the Utilization and Impact of Performance based Evaluations written by Robert E. Abeln and published by . This book was released on 2003 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: Purpose of the study . The purpose of this research was to determine how superintendents and principals perceived the implementation of Performance-Based Principal Evaluations (PBPE) and the impact PBPE had on principals' job performance. This research was guided by six questions regarding the perceptions of superintendents and principals of the implementation and impact of PBPE, and how these perceptions compared. The research also determined what relationship, if any, existed between the implementation and impact of PBPE. Procedures . A questionnaire developed for this research was mailed to the superintendents and principals of 125 randomly selected school districts in Missouri that met enrollment criterion. The questionnaire collected demographic and profile data of the participants. The participants' perceptions of the implementation and impact of PBPE were determined using a Likert-type scale to respond to various components and processes of PBPE. The data were analyzed using frequencies and percentages. Mean responses were computed for each of the components and processes of PBPE and placed in rank order for analysis. Subscale total means were used to compare the perceptions of the superintendents and the principals. A Pearson correlation was used to determine the relationship between perceived implementation and impact of PBPE. Findings . More superintendents than principals reported that PBPE was used in their school districts. When responses by the superintendents and principals were analyzed, superintendents perceived PBPE as being implemented to a greater degree than did the principals. Similarly, the superintendents perceived the impact of PBPE to be greater than the principals. When the perceptions of the superintendents and principals for implementation and impact were examined, a significant positive relationship was found to exist. The completion of a summative evaluation as part of PBPE was ranked highest by both the superintendents and the principals. Conclusions . It was found that PBPE is not implemented in all Missouri school districts, and when PBPE is being used, the components of the formative phase of the evaluation are not fully implemented. The use of evaluation to facilitate improved job performance of the principals was not evident as nearly half the principals reported that professional growth plans were not developed. The relationship found between the perceptions of implementation and impact may indicate that a higher degree of implementation could result in a higher degree of impact PBPE has on principals' job performance. This relationship should be investigated through further research.

Book The Role of the Superintendent as Perceived by School Administrators and School Board Presidents in Texas Public Schools in Region 20 ESC

Download or read book The Role of the Superintendent as Perceived by School Administrators and School Board Presidents in Texas Public Schools in Region 20 ESC written by Peter John Running and published by . This book was released on 2005 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examined the role of the superintendent as it is perceived by school administrators and school board presidents. The study was limited to public schools in Texas located within Region 20 ESC. Responses to a Likert-type instrument were solicited from school board presidents, superintendents and other school administrators (n=163). The questionnaire generated data regarding perceptions toward the role of the superintendent in nine different domains containing 38 different criteria. Results from an ANOVA showed no significant difference at the alpha level of .05. Sidak post-hoc tests were run as well, but because the ANOVA did not reveal any significant difference, the post-hoc data was not presented. The primary conclusion drawn from this study was that the perceived conflict in the literature that exists between boards and superintendents that is prevalent enough to cause a superintendent to leave a district, was not brought to light in this study. Board presidents, superintendents and other school administrators all appear to have the same perceptions regarding the role of the superintendent. This questionnaire did not reveal the source of conflict. However, the data revealed that board presidents, superintendents and other school administrators see the superintendent's role in the same way. The findings from this research may indicate that as a result of extensive board training, there may be improved respect and communication between the board, superintendents, and other school administrators. Recommendations include, among others: 1. Research into the development of an instrument that examines a more reflective relationship between the board and superintendent dealing with the aspects of personality, character, prejudices and attitudes. 2. Through the legal process, to increase the length of a term for board members from the current three-year term to at least five years. 3. Through the legal process, modify the Open Meetings Act to allow boards the freedom to conduct self-evaluations and "board performance" issues behind closed doors. This would eliminate the perception of the board "airing dirty laundry" in public.

Book Evaluating the Superintendent

Download or read book Evaluating the Superintendent written by Jarett Powers and published by Rowman & Littlefield. This book was released on 2019-07-26 with total page 127 pages. Available in PDF, EPUB and Kindle. Book excerpt: As local elections and other occurrences can transform a board and its direction, having a performance review cycle to ensure that all board members understand the philosophy undergirding the superintendent’s evaluation is critical to ensuring that all members of the governing board are operating within a similar framework and purpose as they approach the superintendent’s evaluation cycle. Acknowledging that superintendents have the potential to grow in their professional capacity, revisiting the philosophical underpinnings of the evaluation over time ensures that the process does not remain static. Each chapter within this text is designed to develop the basis for understanding the superintendent’s evaluation process to create opportunities for an open and continuous dialogue between superintendents and school boards. This book will support those charged with leading and governing public schools to implement effective evaluations for both school boards and superintendents that provide an objective and summative collection of the superintendent’s annual performance and his/her relative impact on targeted success within a given school year.
