Book excerpt: A pioneering contribution to the literature, this book studies welfare dependence among families eligible for assistance under Aid to Families with Dependent Children (AFDC), the most controversial income-maintenance program in the nation. In contrast to most works in this area, which rely solely on household data, Vicky Albert uses aggregate data and time-series forecasting techniques to analyze the movement of low-income families to and from welfare. Through Albert's longitudinal perspective and close analysis of such factors as changing welfare policies, labor-market conditions, and demographics, a broad picture of the dynamics of welfare receipt emerges. Particular attention is given to the effects of recent welfare policy shifts brought about by the Reagan administration. Albert's study performs three major functions: descriptive, modeling, and forecasting. She thoroughly analyzes the welfare system and its policies, examines trends in AFDC need and benefit standards, and compares California's AFDC program with those of other states. Albert then develops an analytic structure for investigating determinants of change in California's welfare caseload. Finally, the model is used to predict consequences for the welfare caseload under alternative assumptions about external developments. Numerous tables and figures amplify points made in the discussion. An excellent supplemental text for courses in social welfare, public policy, and welfare ecomomics, this book adds an important new dimension to the continiuing debate on the relative merits of the AFDC program. It should be read by anyone involved in policy-making for administration of the welfare system.

Book excerpt: The Social Assistance (Future Focus) Act 2010 (SAFFA) was introduced by the National government as its first phase of welfare reform after coming to power in 2008. This marked a return to the neoconservative framework dominating social policy for unemployment and welfare during the 1990s. The Act foreshadowed significant changes to New Zealand’s social security system that would reflect similar reforms in Australia and the United States (U.S). These changes aimed to create a “fairer system of social assistance” by coupling state support with citizenry obligations - whilst simultaneously reducing ‘benefit dependency’ and its associated costs for the state through an “unrelenting focus on work” (SAFFA, 2010, p.1). There is thus far little empirical research examining the impact that the recent social security reforms in New Zealand have had on benefit recipients. This study aims to fill this gap by assessing their potential impact on the lived experiences of benefit recipients, and in achieving the policy goals of reduced ‘benefit dependency’ and improved outcomes for beneficiary recipients and their families. It does so through an analysis of semi-structured interviews with benefit recipients. This data is supplemented by an analysis of secondary data regarding benefit numbers, employment rates and poverty levels, and a critical analysis of empirical studies evaluating similar reforms in Australia and the U.S. The findings of this thesis largely corroborate the existing literature, demonstrating that recent social security reforms in New Zealand are unlikely to reduce ‘benefit dependency’ and improve outcomes for benefit recipients through paid work. This is because the reforms have erroneously focused on modifying the behaviour of benefit recipients rather than addressing the structural causes of unemployment. The benefit recipients who participated in this study mostly demonstrated positive attitudes towards paid employment and, unlike research in the U.S and Australia, also supported the social obligations. Despite this, the study found that social security reform has already had some negative socio-economic consequences for benefit recipients, including experiencing increased stigma and discrimination. Overall, this thesis suggests that in the long-term it seems unlikely the reforms will achieve the National government’s articulated goals.
