I endeavor to judge of them all in Objective fashion, but I have to describe people and things as I saw them. In the first place, therefore, the editor's cordial thanks are due to those subscribers whose encouragement alone made it possible, at a time when publishing of any description was carried on in face of almost insuperable difficulties, to continue the work long after it had passed the size and scope originally mapped out for it. Planned at the beginning to be completed in four volumes - when hopes were high that the war would be of comparatively brief duration - the history grew with the increasing magni tude of the con ict. Readers, however, readily fell in with the proposals to carry on so that the work should not suffer by undue compression; and the editor has thus been able to continue on the lines laid down at the start, seeking always to preserve the true balancing of every phase, and as far as possible to bring it into relationship with the World War as a whole. Through out there has been no hurried attempt to keep pace in print with the rush of epoch-making events. At all costs it was determined to fulfil our promise that the record should not be a mere collection of disjointed narratives hastily put together, to be as hastily read and hastily cast aside and, though there has been considerable delay in consequence in bringing out the con clud'ing volumes, the permanent value of the work has thereby been increased. It has also enabled us to include the terms of the Peace Treaties, not only with Germany but also with Austria, Bulgaria, and Turkey, the last of which has only been signed while the present volume is passing through the press, nearly two years after the conclusion of the Armistice with Germany. To read the text of these treaties, with all their conflicting interests in every part of the world, is to understand some of the difficulties which have dogged the footsteps of the Allied statesmen in the prolonged course of their 'peace negotiations both at home and abroad.
