Iraq plunged into a complex insurgency, and defeating this insurgency required beating highly adaptive foes. A competition between the hierarchical and vertically integrated army and networked and horizontally integrated insurgents ensued. The latter could quickly adapt and conduct networked operations in a decentralized fashion; the former was predisposed to fighting via prescriptive plans under a centralized command and control. To achieve success, the US Army went through a monumental process of organizational adaptation—a process driven by soldiers and leaders that spread throughout the institution and led to revolutionary changes in how the army supported and conducted its operations in Iraq. How the army adapted and the implications of this adaptation are the subject of this indispensable study. The theme of this year's conference was "The Revolution in Military Affairs (RMA): Defining an Army for the 21st Century." Jeffrey R. Cooper presented the following paper as part of an opening panel which sought to define the RMA. He urges defense planners to determine what strategic--as opposed to operational-- benefits might be derived from the RMA. He contends that making the internal reforms that will be required will be as challenging as coming to terms with the operational and strategic implications of the new technologies. The first requirement is to understand the parameters and dynamics of this particular revolution in military affairs. Mr. Cooper puts the RMA in historical perspective by discussing the relationships among technology, socioeconomic, and political change, and their implications for warfare during the Napoleonic era, the mid-19th century, and World Wars I and II. He argues that, in the past, dramatic technological change affected warfare in different ways. Mr. Cooper warns that by using the RMA to define a "technical legacy" we make three errors. First, such an approach could lead to a fruitless search for a "silver bullet" technology on which to build the RMA. Second, the focus on technology could shift attention away from the critical issues of purpose, strategy, doctrine, operational innovation, and organizational adaptation. Finally, committing the first two errors will compound the problem by wasting very scarce defense resources on new programs and projects which may have little or nothing to do with the strategic situation. Military professionals and defense planners alike need to remind themselves that while technology can provide new capabilities, the strategic equation is not necessarily driven by technological innovation.

Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Such technology-driven changes in military operations are not merely a recent phenomenon: they have been occurring since the dawn of history, they will continue to occur in the future, and they will continue to bestow a military advantage on the first nation to develop and use them. Accordingly, it is important to the continued vitality and robustness of the U.S. defense posture for the DoD R&D community to be aware of technology developments that could revolutionize military operations in the future, and for the U.S. military services to be on the lookout for revolutionary ways in which to employ those technologies in warfare. This report examines the history of past RMAs, to see what can be learned from them regarding the challenge confronting the DoD today, when it has set out on a concerted effort to bring about a technology-driven transformation of the U.S. military to achieve the operational goals outlined in Joint Vision 2010. Among its many findings are three of particular note: RMAs are rarely brought about by dominant players (such as the U.S. military is today). For a dominant player to bring about an RMA requires a receptive organizational climate, fostering a continually refined vision of how war may change in the future and encouraging vigorous debate regarding the future of the organization; senior officers with traditional credentials willing to sponsor new ways of doing things and able to establish new promotion pathways for junior officers practicing a new way of war; mechanisms for experimentation, to discover, learn, test and demonstrate new ideas; and ways of responding positively to the results of successful experiments, in terms of doctrinal changes, acquisition programs, and force structure modifications. The DoD has some of these elements today, but is missing others. The report makes specific suggestions regarding ways of filling in the missing elements. Doing these things will facilitate DoD's force transformation activities and help ensure that the next RMA is brought about by the United States. and not some other nation.

Commanders and institutional leaders must recognize shortfalls and resolve gaps rapidly in the middle of the fog of war. The side that reacts best (and absorbs faster) increases its chances of winning. Mars Adapting examines what makes some military organizations better at this contest than others. It explores the institutional characteristics or attributes at play in learning quickly. Adaptation requires a dynamic process of acquiring knowledge, the utilization of that knowledge to alter a unit’s skills, and the sharing of that learning to other units to integrate and institutionalize better operational practice. Mars Adapting explores the internal institutional factors that promote and enable military adaptation. It employs four cases, drawing upon one from each of the U.S. armed services. Each case was an extensive campaign, with several cycles of action/counteraction. In each case the military institution entered the war with an existing mental model of the war they expected to fight. For example, the U.S. Navy prepared for decades to defeat the Japanese Imperial Navy and had developed carried-based aviation. Other capabilities, particularly the Fleet submarine, were applied as a major adaptation. The author establishes a theory called Organizational Learning Capacity that captures the transition of experience and knowledge from individuals into larger and higher levels of each military service through four major steps. The learning/change cycle is influenced, he argues, by four institutional attributes (leadership, organizational culture, learning mechanisms, and dissemination mechanisms). The dynamic interplay of these institutional enablers shaped their ability to perceive and change appropriately.
