Book excerpt: This book examines the agricultural policies and programs adopted by the Chinese leadership since 1949 and analyzes the role of agriculture in China's changing development strategies. Dr. Hsu gives particular attention to the measures intended to improve agricultural technology and to the sources of funds for agricultural investment. He concludes that, although the collective system has been effective in mobilizing China's rural resources for agricultural development and in promoting progress in labor-intensive agricultural technology, periodic extreme leftist policies and interference by rural party cadres have caused various kinds of inefficiency, offsetting the advantages gained from collective farming. This is the first book to systematically analyze the ways in which China's agricultural development is being financed. By critically examining the level and nature of state resources allocated to agriculture, the author challenges the view that China has pursued an agriculture-first strategy of economic development since the early 1960s.

The program aims to improve the ecological conditions of much of China, and the socioeconomic circumstances of hundreds of millions of people. GfG is the largest reforestation, ecological restoration, and rural development initiative in history, combining the biggest investment, the greatest involvement, and the broadest degree of public participation ever. The book is organised in three sections. Part One reviews the history of land management in China from 1949 to 1998, exploring the conditions that led to the introduction of GfG, and comparing it to other reforestation programs. Part Two offers an overview of GfG, describing the timeline of the program, compensation paid to farmers, the rules concerning land and plant selection, the extent to which these rules were followed, the attitudes of farmers towards the program, and the way in which the program is organized and implemented by various state actors. Part Three discusses the impact of the GfG, from both ecological and socio-economic standpoints, looking at the economic benefits that result from participating in the GfG, the impact of the GfG across local economies, the redistribution of the labor force and the sustainability of the program, in particular the question of what will happen to the converted land when payments to farmers end.

Book excerpt: Abstract: A population of one billion people has the potential for enormous impact on the world food supply, but demographic and food production data for the People's Republic of China have been difficult to obtain. In an effort to fill this gap, two papers are presented which attempt ot synthesize and analyze as much information as is available and make predictions of probable trends in agriculture and related fields in the year 2000 and for the 1985 grain program. Records from 1952-77 are used to estimate cultivated land, animals, energy consumption, farm machinery, fertilizer, and output of grains, soybeans and cotton. The effects of industrailization and resources are considered. Trends are toward population control, although total demand will continue to grow; emphasis on agriculture seems to indicate that production will be capable of keeping up with demand, may result in some dietary improvement, but will not provide for emergency supplies.
