The commitment to NATO stands outas the exception rather than the rule in U.S.-European relations. While thecontinent faces a wide array of problems—including the eurocrisis, Russia,refugees, the erosion of democracy in Central and Eastern Europe, Brexit,regional separatism, difficult relations with Turkey, and terrorism—Washingtonis strikingly absent from efforts to resolve them. This paper examines thelegacy of U.S. political engagement in Europe, how the continent is likely toaddress its numerous challenges as it is left behind by the United States, andwhat a post-American Europe means for Washington. The Trump administration andfuture U.S. administrations face a strategic choice between taking short-termadvantage of European divisions even if it might spur disintegration, benigndisinterest in Europe’s internal problems, and a return to deep engagement inpositively shaping a Europe that is coherent, prosperous, and effective on theworld stage. Engagement may be a difficult sell domestically, but it is thebest way of ensuring that Europe is a full partner of the United States inupholding the postwar international order of alliances, an open global economy,and support for democracy. However, Europeans cannot count on the United Statesconsistently pursuing such engagement, and must continue efforts to strengthenautonomous European capabilities.

That historic juncture brought into question the North Atlantic Treaty Organization, which has served Alliance members so well since its founding in 1949. It also brought into question the rationale for America s continued deep involvement in European security affairs. With the gradual realization that the Russian menace is essentially dead, at least for the next 10 to 15 years and perhaps longer, and with NATO s missions having evolved well beyond the original purpose of territorial defense, debate on both sides of the Atlantic has begun to intensify concerning the vital issue of where NATO should be headed and America s relation to the Alliance. To bring an array of informed voices to the debate, four institutions--the Office of the Assistant Vice Chief of Staff of the U.S. Army, the Strategic Studies Institute of the U.S. Army War College, the Irving B. Harris Graduate School of Public Policy Studies of the University of Chicago, and the Program on International Security Policy at the University of Chicago--joined hands to sponsor a symposium titled The Future of U.S. Military Presence in Europe, held at the University of Chicago on August 4, 1999. The present book is an outgrowth of this symposium. It is not designed to set forth a literal record of words and events in the mold of the traditional symposium proceedings, but rather is organized as an anthology of individual chapters complemented by selected questions, answers, and comments by symposium participants and attendees.

The ability of the administration to pursue policies of enlargement1 and multilateralism will depend in part on how the U.S. administration can shape European views. European desires today are pulled in different directions. The collapse of the Soviet Union and the disappearance of its hegemonic role in Eastern Europe have created the expectation that, with Germany unified and the European Union (EU)2 and NATO extending their embrace eastward, the time has come for Europe to regain control of its own future. However, a number of factors drive European policymakers back to a sense of dependency on the United States: the unsettling distinction between the prosperous West European countries and their poor East European neighbors, concern about a security vacuum in Eastern Europe accentuated by violence in the Balkans, a stagnant economy, latent worries about the course of a newly unified Germany, and uncertainty about the domestic evolution of Russia. This report examines the views of European leaders and the general public of the new U.S. administration, their significance in European adjustment to a post- Cold War era, and their effect on the ability of the United States to pursue a policy of multilateralism in dealing with European and global issues. The report is based on the premise that the United States retains a double interest in Europe.

In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
