Book A New Deal for an Effective European Research Policy

Download or read book A New Deal for an Effective European Research Policy written by Ugur Muldur and published by Springer Science & Business Media. This book was released on 2007-05-06 with total page 307 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book argues that a New Deal for research in Europe is needed. This New Deal would involve the mobilisation of policy actors across all levels-–regional, national and European-–and their commitment to develop a more effective research system based on actions where they have the greatest impact. The book presents, from a viewpoint inside the European Commission, the nuts and bolts of how EU research policy is actually designed. It also provides a comprehensive analysis, on the basis of factual evidence, not only of the positive impacts of European research, but of the various criticisms that have been made of the Framework Programme.

Book excerpt: FP6 is a fundamentally new and different scheme for driving European research further and faster than ever before. It provides much-needed direction for the European Research Area, shaping and structuring the face of European research in years to come. Alongside the new instruments created especially for FP6, such as networks of excellence and integrated projects, a number of past instruments have been included to ensure continuity from one Framework Programme to another. The purpose of this guide is to provide prospective participants in EU research programmes - and anyone interested in the future of European research - with some useful background information, tips and a general overview of the Sixth Framework Programme. This guide will also enable the readers to assess : - the opportunities for their organisation, research centre, network of excellence, etc. under FP6, - whether their partnership has the resources needed for a successful application and, if not, - where they can get help in making a successful application for co-funding with the European Commission.

Book Towards European Science

Download or read book Towards European Science written by Linda Wedlin and published by Edward Elgar Publishing. This book was released on 2015-12-18 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. It widens the scope of traditional policy analysis by focusing attention on the interaction between policy rationales, new governance mechanisms, and the organisational dynamics of the scientific field. The contributors build a novel analytical framework to understand the European research space as one shifting from a fragmented space of “Science in Europe” to one that is labeled “European Science”. The chapters explore the dynamics of this shift through the lenses of political science, organisation theory, science policy and related analytical traditions. Towards European Science is an interdisciplinary book which will attract a wide set of scholars and professionals interested in science policy, governance and scientific practice. It will also be of use to university leaders and managers, as well as policy-makers and practitioners working on issues of internationalisation and the Europeanisation of science.

Book European Union Research Policy

Download or read book European Union Research Policy written by Veera Mitzner and published by Springer Nature. This book was released on 2020-06-01 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book describes the emergence of research policy as a key competence of the European Union (EU). It shows how the European Community (EC, the predecessor of the EU), which initially had very limited legal competence in the field, progressively developed a solid policy framework presenting science and research as indispensable tools for European economic competitiveness and growth. In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.

Book A New Horizon for Europe

Download or read book A New Horizon for Europe written by and published by . This book was released on 2018 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: Horizon Europe, the 9th framework programme, is the EU's main instrument for investments in research and innovation for the period 2021-2027. This book presents the results of the impact assessment that underpinned the legislative proposal for the programme, in line with the Commission's better regulation guidelines. The impact assessment builds on the evidence and lessons learnt from the interim evaluation of the 8th framework programme, Horizon 2020, and the recommendations of the independent high-level group on maximising the impact of EU research and innovation. Horizon Europe is 'an evolution, not a revolution', focusing on a few design improvements to further increase openness and impact and EU added value for citizens. The impact assessment therefore identifies the main research and innovation challenges in Europe, outlines the objectives of the future programme and its structure, and provides evidence-based policy and design recommendations for its main features, such as the research and innovation missions, and the European Innovation Council.

Book Horizon 2020 EU Framework Programme for Research and Innovation

Download or read book Horizon 2020 EU Framework Programme for Research and Innovation written by Anna Zygierewicz and published by . This book was released on 2017 with total page 291 pages. Available in PDF, EPUB and Kindle. Book excerpt: Horizon 2020, the EU framework programme for research and innovation (2014-2020) is aimed at building a society and an economy based on knowledge and innovation across the Union, while contributing to sustainable development. The programme supports the implementation of the Europe 2020 strategy and other Union policies, as well as the achievement and functioning of the European Research Area (ERA). The introduction to this European implementation assessment (EIA) presents basic information on the implementation of Horizon 2020, including policy on gender equality and international cooperation. In addition, the annexes contain the input to the EIA received from external experts, who prepared analyses of the implementation of the three Horizon 2020 priorities: excellent science, industrial leadership, and societal challenges. The implementation of each priority was analysed from two perspectives: a) a research and industry perspective prepared by experts from the Centre for Strategy and Evaluation Services (CSES) and the Centre for Industrial Studies (CSIL); b) economic and financial perspective prepared by experts from the Europe Economics consortium.
