Armed with cutting-edge technology from America’s first information revolution, the U.S. colonial regime created the most modern police and intelligence units anywhere under the American flag. In Policing America’s Empire Alfred W. McCoy shows how this imperial panopticon slowly crushed the Filipino revolutionary movement with a lethal mix of firepower, surveillance, and incriminating information. Even after Washington freed its colony and won global power in 1945, it would intervene in the Philippines periodically for the next half-century—using the country as a laboratory for counterinsurgency and rearming local security forces for repression. In trying to create a democracy in the Philippines, the United States unleashed profoundly undemocratic forces that persist to the present day. But security techniques bred in the tropical hothouse of colonial rule were not contained, McCoy shows, at this remote periphery of American power. Migrating homeward through both personnel and policies, these innovations helped shape a new federal security apparatus during World War I. Once established under the pressures of wartime mobilization, this distinctively American system of public-private surveillance persisted in various forms for the next fifty years, as an omnipresent, sub rosa matrix that honeycombed U.S. society with active informers, secretive civilian organizations, and government counterintelligence agencies. During the first fifteen years of colonial rule (1898–1913), a small group of Americans controlled the headhunting tribes who were wards of the nascent colonial government. These officials ignored laws, carved out fiefdoms, and brutalized (or killed) those who challenged their rule. John Early was cut from a different cloth. Battling colleagues and supervisors over their treatment of the mountain people, Early also had run-ins with lowland Filipino leaders like Manuel Quezon. Early's return as governor of the entire Cordillera was celebrated by all the tribes. In Governor of the Cordillera Shelton Woods combines biography with colonial history. He includes a discussion on the exhibition of the Igorots at the various fairs in the US and Europe, which Early tried to stop. The life of John Early is a testament to navigating political and racial divides with integrity.

Scott has some new and important things to say about upland rice, calendars, and religious concepts in Northern Luzon; and his study of cordilleran architecture has clarified the variety of external forms through a detailed analysis and comparison of their internal structure. The survey of the little-known Kalingas of Madukayan was carried out during two vacations as guest of Pangat Gomabol, the headman of this western Kalinga region. Here a group of settlers from the Tanudan valley have introduced wet rice cultivation into a dry rice area and we can see something of the processes of change and acculturation in actual operation. But the bulk of the studies relate to the Igorots of Sagada, where Scott served as Principal and Staff Missionary at St. Mary's School during the decade 1954-1963. Here we see how children grow up in Sagada, how rice is grown, some of the legends which provide their history, the nature of the social and ceremonial cycle, and some of the problems of translating Christianity into the local language and ways of life.

Book excerpt: Imperial Archipelago is a comparative study of the symbolic representations, both textual and photographic, of Cuba, Guam, Hawaii, the Philippines, and Puerto Rico that appeared in popular and official publications in the aftermath of the Spanish-American War of 1898. It examines the connections between these representations and the forms of rule established by the U.S. in each at the turn of the century—thus answering the question why different governments were set up in the five sites. Lanny Thompson critically engages and elaborates on the postcolonial thesis that symbolic representations are a means to conceive, mobilize, and justify colonial rule. Colonial discourses construe cultural differences among colonial subjects with the intent to rule them differently; in other words, representations are neither mere reflections of material interests nor inconsequential fantasies, rather they are fundamental to colonial practice. To demonstrate this, Thompson analyzes, on the one hand, the differences among the representations of the islands in popular, illustrated books about the "new possessions" and the official reports produced by U.S. colonial administrators. On the other, he explicates the connections between these distinct representations and the governments actually established. A clear, comparative analysis is provided of the legal arguments that took place in the leading law journals of the day, the Congressional debates, the laws that established governments, and the decisions of the Supreme Court that validated these laws. Interweaving postcolonial studies, sociology, U.S. history, cultural studies, and critical legal theory, Imperial Archipelago offers a fresh, transdisciplinary perspective that will be welcomed especially by scholars and students of U.S. imperialism and its efforts to "extend democracy" overseas, both past and present.
