Book excerpt: Perhaps the most important economic development of recent years has been the integration process engaged in by European countries. Today other groups of countries throughout the world either contemplate or have already undertaken similar courses of action. Although professional economists have already devoted much attention to the subject, considerable work remains to be done. The present study represents an attempt to advance our scientific knowledge in this direction. This work is entirely theoretical and fully deductive. Its contribution lies both in the method used and in the conclusions reached. In contrast to most previous studies of customs unions and economic integration, exclusive use is made of general-equilibrium analysis. Because interpretation of mathematical results bearing on comparative statistics of suboptimal situations was found impossible, the author has depended wholly upon geometry. While the geometrical method does not allow inclusion of large numbers of variables, it often leads to, or at least intuitively suggests, important generalizations. The findings, summarized in 107 points at the end of the study, can be classified in two distinct categories. On the one hand, a number of results are derived concerning the trade effects of international discrimination and customs unions--that is, the effects on the volumes of exports and imports and on relative international values. On the other hand, the more important portions of this work study the effects of customs unions on the welfare of the union, the welfare of the rest of the world, and the global efficiency of resource allocation in the world as a whole. Inter-country welfare comparisons and the use of cardinal utility indexes are entirely avoided. Rather, the author uses the concept of ordinal utility, and makes extensive use of utility-possibility analysis. With respect to the latter, the study of customs unions actually suggests a new method applicable to a wide range of other suboptimal situations in general equilibrium.

Book excerpt: Growth in the developing East Asia and Pacific region slowed sharply in 2020Q1 because of the negative impact of the Covid-19 on economic activity. The decline has been broad-based reflecting the interconnectedness of the EAP economies and reverberations from the global economy as the virus turned into a pandemic. The Covid-19 outbreak followed an extended period of subdued growth in the region amid multiple external headwinds and heightened trade policy uncertainty. China and other regional economies have implemented monetary and fiscal policy measures to mitigate the negative impact of the outbreak. Growth in the East Asia and Pacific (EAP) region is projected to slow from 5.8 percent in 2019 to lower-than-expected [5.2 percent in 2020], reflecting the expected negative effects of the COVID-19. In this baseline scenario, which is subject to significant uncertainty, growth in the region is expected to recover to [5.6 percent in 2021], as the impact of Covid-19 gradually dissipates. In the medium-term regional growth is expected to continue its downward trend reflecting multiple structural headwinds. Policymakers should focus on designing economically efficient transmission control policies that consider both the marginal costs and the marginal benefits of preventive measures. Such policies would ideally be based on countries’ preparedness and exposure as well as economic circumstances. Targeted fiscal and monetary polices can help reduce the economic disruption caused by COVID-19 in the short term. In the medium-term, there is need to restore depleted buffers, address sources of financial instability, and invest in preventing and coping with infectious disease. Given the growing interdependence between EAP countries, coordinated policies and investments could increase resilience to shocks.

Book excerpt: Distribution analysis has advanced remarkably in recent years, and this is a valuable application of its principles to a Canadian context. The book provides an extensive survey of recent literature and a new source of income and wealth distribution data for Ontario, drawn from newly available microdata sets. It also presents an evaluation of the data as a basis for measuring inequality in the distribution of economic and well-being. The empirical results illustrate how incomes vary significantly with age according to labour market attachment and experience, educational attainment and occupation, transfer receipts, and investment benefits. Similarly, strong age effects on net worth account reflect life-cycle patterns in asset holdings and debts typically associated with family investment in housing and financial adjustments for retirement. Differences in family size and composition have a substantial effect on the structure of family economic well-being. The inequality effects of adjusting for accrued capital gains and net worth holdings can also be quite significant. It is found that the distributional effects of CPP net benefits are considerable, although they are not as equalizing as one may have expected because of marked cohort effects. The detailed findings suggest that the life-cycle framework is a very useful one for evaluating the distributional effects of certain government programs, particularly intertemporal ones, and they underline the need for a range of different types of policies to address low income problems. The study urges greater recognition of the inequality of treatment and opportunity among different groups of the population. It also points out that conventional income distribution figures are only very imperfect estimates of the state of inequality in the underlying distribution of economic well-being.

This collection also discusses micro data models of the macroeconomy that include policy explorations concerning the transaction model of the American economy. One paper reviews the experiments with fiscal policy parameters from a micro to a macro model related to the Swedish economy: this model analyzes inflation at the micro market level, as well as the interactions between profits, investments, inflation, and growth. Another paper analyzes alternative plans for corporate and income tax integration in the United States: the model used shows that integration of personal and corporate income taxes can yield revenues of $6 billion. As regards rehabilitating central city housing issues, one author present a simulation model which shows that rehabilitation of the existing housing inventory can only produce small net gains over time. To have larger gains, the model shows that net increase in demand for housing should also follow. This book can prove useful for economists, sociologists and officials involved in community development and in the public sector.
