Available in PDF, EPUB and Kindle. Book excerpt: Analysis of U.S. Army Reserve recruiting is conducted across the U.S. Army with data from the Recruit Quota System (REQUEST) . A combination of partial manual data entry and a decided lack of tools for large scale data extraction make REQUEST difficult to use for analysis without an extensive knowledge of the system. In this thesis, I develop a process for screening, preparing, and evaluating REQUEST data for subsequent analysis. This process uses data mining software to progressively work through a series of rules that outline data inconsistencies, mark these records for exclusion and later investigation, and generate a "clean" dataset for analysis. I examine enlistments over a four year period with respect to Military Occupational Specialty and training program structure. Data from the Army Training Requirements and Resource System (ATRRS) are used to provide an overview of Initial Entry Training seat quotas and usage, and to confirm and/or update training dates in the REQUEST dataset. The joint examination of enlistments and training seats provides new insights into enlistment patterns. Additional analysis is possible using demographic data provided by the U.S. Army Recruiting Command. I provide summaries of a few key demographic variables for various subsets of the enlistees, and discuss how similar analyses might prove useful for targeting recruiting efforts and incentives more effectively. Good decisions require good data. This thesis is a start in providing a framework for generating quality USAR accession data for analysis.

Book excerpt: This paper will examine the Army organizational recruiting structures of the Army National Guard and the United States Army Recruiting Command (USAREC) to include a review of the decision criteria used to consolidate the USAR mission within USAREC. The United States Army Recruiting Command (USAREC) has missed the United States Army Reserve (USAR) recruiting objective for four years in a row. Based on this trend, Congress has directed the Secretary of the Army conduct a review of the manner, process, and organization used by the Army to recruit new members for the Army Reserve. This analysis used against the backdrop of today's recruiting environment and existing organizational structures will provide the basis for determining USAREC's inability to meet mission. The focus of comparing organizational structure and Command and Control (C2) efficiencies and inefficiencies are used in order to determine the organizational approach that might best suit the United States Army Reserve (USAR). Additionally, this paper will identify organizational options/measures, that the Secretary of the Army can use to eliminate this negative trend.

Book excerpt: The purpose of this thesis is to review the U.S. Army Reserve (USAR) recruiting process, to analyze unit cost resourcing at the U.S. Army Recruiting Command (USAREC), and to introduce a life cycle cost-effectiveness methodology for evaluating Reserve accession policies. First, we identify the limitations of using unit cost for evaluating and improving USAREC's fiscal performance and as a management tool to allocate resources. Our analysis concludes that current unit cost accounting at USAREC does not provide the proper incentives to cut costs nor the information needed to achieve economic efficiency. Second, we introduce a life cycle cost effectiveness model to compare alternative USAR accession policies. The model uses historical data of soldier attrition and promotion behavior coupled with estimates of recruiting, training and compensation costs to determine life cycle costs of various accession policies. For the data used, prior service (PS) soldiers had lower attrition rates and were more cost-effective over a seven year life cycle than non-prior service (NPS) soldiers. High quality NPS soldiers showed similar results when compared with low quality NPS soldiers. We recommend that USAREC and the USAR use marginal life cycle cost analysis when making manpower procurement decisions and allocating resources.

Military systems serve nations; they may also reflect them. Soldiers are enlisted; they may also be said to self-select. Military units have missions; they also have interests. In an older, more traditional military history, while the second reflects a newer approach. Although each statement in the pairs may be said to be true, the former speak from the framework of the military sciences; the latter, from the framework of the social and behavioral sciences. The military systems of our past differ from one another over time, in political origins, size, missions, and technological and tactical fashions, but to a great extent their historical experiences have been more noticeably similar than they were different.
