Book excerpt: Between 1894 and 1905 the question of the Chinese Empire's future development, its survival even, was the most pressing overseas problem facing the Great Powers. The frantic 'scramble for Africa' and the often more intense drama of the 'Eastern Question' notwithstanding, it was the 'China Question' that had the most profound implications for the Powers. Since China's defeat in the 1894-5 war with Japan, the country's final disintegration was widely anticipated; and so was a wider Great Power conflict in the event of China's implosion. At times, that prospect seemed very real. The prospect of China's break-up and of large-scale international conflict in its wake altered the configuration among the Great Powers. Instability in the Far East had ramifications beyond the confines of the region; and, as this study shows, the events of 1894-5 initiated a wider transformation of international politics. No Power was more affected by these changes than Britain. The 'China Question', therefore, provides an ideal prism through which to view the problems of late nineteenth-century British world policy, and the policy of 'isolationism' in particular. This study breaks new ground by adopting a deliberately global approach in looking at British policy, emphasizing the connections between European and overseas developments, and by encompassing diplomatic, commercial, financial, and strategic factors as well as the politics of foreign policy.

Book excerpt: Inserting China into the history of nineteenth-century colonialism, English Lessons explores the ways that Euroamerican imperial powers humiliated the Qing monarchy and disciplined the Qing polity in the wake of multipower invasions of China in 1860 and 1900. Focusing on the processes by which Great Britain enacted a pedagogical project that was itself a form of colonization, James L. Hevia demonstrates how British actors instructed the Manchu-Chinese elite on “proper” behavior in a world dominated by multiple imperial powers. Their aim was to “bring China low” and make it a willing participant in British strategic goals in Asia. These lessons not only transformed the Qing dynasty but ultimately contributed to its destruction. Hevia analyzes British Foreign Office documents, diplomatic memoirs, auction house and museum records, nineteenth-century scholarly analyses of Chinese history and culture, campaign records, and photographs. He shows how Britain refigured its imperial project in China as a cultural endeavor through examinations of the circulation of military loot in Europe, the creation of an art history of “things Chinese,” the construction of a field of knowledge about China, and the Great Game rivalry between Britain, Russia, and the Qing empire in Central Asia. In so doing, he illuminates the impact of these elements on the colonial project and the creation of a national consciousness in China.

This phenomenon is evident in the twin biographies of North China’s leading Catholic bishop of the time, Alphonse Favier (1837–1905), and the Beitang cathedral, epicenter of the Roman Catholic mission in China through incarnations that began in 1701. After its relocation and reconstruction under Favier’s supervision, the cathedral—and Favier—miraculously survived a two-month siege in 1900 during the Boxer Rebellion. Featuring a French Gothic Revival design augmented by Chinese dragon–shaped gargoyles, marble balustrades in the style of Daoist and Buddhist temples, and other Chinese aesthetic flourishes, Beitang remains an icon of Sino-Western interaction. Anthony Clark draws on archival materials from the Vatican and collections in France, Italy, China, Poland, and the United States to trace the prominent role of French architecture in introducing Western culture and Catholicism to China. A principal device was the aesthetic imagined by the Gothic Revival movement of the eighteenth and nineteenth centuries, the premier example of this in China being the Beitang cathedral. Bishop Favier’s biography is a lens through which to examine Western missionaries’ role in colonial endeavors and their complex relationship with the Chinese communities in which they lived and worked.

Chinese concessions, not including Hong Kong, were thus inserted into geo-economic moves, and French stakeholders asserted their philosophy of competition, and displayed their means of influence and investment. In this book, the author assesses the challenges which confronted French actors in the face of powerful British imperial action overseas, all the more so because German Belgian, Japanese, and then also North-American competitors joined the fray. The book targets three concessions: Canton/Guangzhou, Tientsin/Tianjin, and Hankeou/Wuhan because of their significance in the emergence of a modern economy in the country. The three main sections of the book explore the position of French stakeholders, mainly businessmen, merchant houses, bankers, and a few industrialists, in these three port-cities and China overall. The chapters gauge their capital of influence and networking, commercial tools, and banking skills in the face of competition, the hardships of crossing the changes in economic productive systems or clusters in the various port-cities and their areas, rich with commercial offshoots. Also, several chapters underscore the uncertainties caused by geopolitical and military events in China. For each of the three concessions, commercial and banking systems, assessments of the successes and limits of the French bankers and merchants are investigated, with the aim of evaluating the reality of French entrepreneurialism and power in the regions prospected by the offshoots of French capitalism. The book will be an invaluable resource for academics interested in the history of banking and finance, business, entrepreneurship, colonialism and "economic patriotism" in Chinese history, in geo-economics and in connected history.

Book excerpt: The French Religious Protectorate was an institutionalized and enduring policy of the French government, based on a claim by the French state to be guardian of all Catholics in China. The expansive nature of the Protectorate's claim across nationalities elicited opposition from official and ordinary Chinese, other foreign countries, and even the pope. Yet French authorities believed their Protectorate was essential to their political prominence in the country. This book examines the dynamics of the French policy, the supporting role played in it by ecclesiastical authority, and its function in embittering Sino-foreign relations. In the 1910s, the dissidence of some missionaries and Chinese Catholics introduced turmoil inside the church itself. The rebels viewed the link between French power and the foreign-run church as prejudicial to the evangelistic project. The issue came into the open in 1916, when French authorities seized territory in the city of Tianjin on the grounds of protecting Catholics. In response, many Catholics joined in a campaign of patriotic protest, which became linked to a movement to end the subordination of the Chinese Catholic clergy to foreign missionaries and to appoint Chinese bishops. With new leadership in the Vatican sympathetic to reforms, serious steps were taken from the late 1910s to establish a Chinese-led church, but foreign bishops, their missionary societies, and the French government fought back. During the 1930s, the effort to create an indigenous church stalled. It was less than halfway to realization when the Chinese Communist Party took power in 1949. Ecclesiastical Colony reveals the powerful personalities, major debates, and complex series of events behind the turmoil that characterized the nineteenth- and early twentieth-century experience of the Catholic church in China.
