Book excerpt: Home Office Ministers hold regular meetings with ministers of the interior of the other five largest EU States. The last such meeting was in Heiligendamm in March 2006 and covered topics such as their joint response to terrorism, illegal immigration and organised crime. Decisions were reached, which if taken forward, would significantly change current EU thinking and declared Government policy. Yet little information was released about the meeting and the Home Office issued no press notice. This report looks at the outcomes of the meeting and in particular the implications of the proposals for data sharing. The Committee is concerned that the ministers want to press forward with the principle of availability and disregard issues of data protection. They are worried about the erosion of civil rights.

This book was released on 2008 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2008 marks the tenth anniversary of the creation of the European Central Bank (ECB) and the setting of conversion rates between the currencies of the original participating countries of the eurozone. Since then the euro has been introduced in fifteen Member States with negligible transition costs. This report examines the structure and governance of the eurozone institutions and developments in the eurozone economy in the past ten years, including the management of inflation and the impacts on trade and economic growth. The primary conclusion is that the young currency has made a positive start to its life but that, based on the experience to date, it is too soon to state what the future holds. Other conclusions include: The ECB has gained public acceptance and market credibility, has run a credible price-stabilising policy in the euro area and is performing its primary role of maintaining price stability effectively. The introduction of the euro has been a major influence on increased trade both within the eurozone and with other countries, and it has stimulated integration in parts of the capital market. The euro has become an important reserve currency, and has established itself with remarkable speed as a widely accepted transactions currency. The euro has resisted external shocks to date, and does not face any foreseeable likelihood of disintegration. None of the fears, expressed at the time of its launch, about a divisive or negative impact on European economies has been borne out. Its existence has contributed to economic development and low inflation in the eurozone.

Book Television without frontiers

Download or read book Television without frontiers written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2007-02-05 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: The draft Audiovisual Media Services (AMS) Directive, published in December 2005, was met with some alarm. It sought to extend the existing 'Television without Frontiers' Directive to new services which were seen to be competing for audience and revenue. In doing so it would have introduced inappropriate regulation on the new media sector. There have now been some changes to the original draft and a tightening of the definition of "television like" services. Although an improvement, the Committee is concerned that there is still not enough legal certainty. They are also worried about the need to defend the 'Country of Origin' approach to single market legislation and reject the idea that regulators should act to preserve the market dominance of existing players from new entrants. They are also unconvinced of the need for any quantitative restriction on advertising.

Book excerpt: This report reproduces the oral evidence the Committee received from the Parliamentary Under-Secretary of State for Trade and Consumer Affairs, Gareth Thomas MP. Key topics in the evidence are: Parliamentary scrutiny of trade negotiating mandates in the House of Lords; the WTO Doha Round; food miles; the impacts of trade agreements on developing countries; the Common Agricultural Policy; trade in services; bilateral trade agreements; UK influence on European trade policy; trade defence instruments, and trade relations with China. The Committee also announces an inquiry which will look beyond the Doha Round to the future of multilateral trade agreements. The Committee is concerned that there has been scant progress towards a conclusion of the Doha Round. Book Draft Detention of Terrorist Suspects Temporary Extension Bills

Download or read book Draft Detention of Terrorist Suspects Temporary Extension Bills written by Great Britain: Parliament: Joint Committee on the Draft Detention of Terrorist Suspects (Temporary Extension) Bills and published by The Stationery Office. This book was released on 2011-06-23 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Joint Committee scrutinised the Home Office's draft Detention of Terrorist Suspects (Temporary Extension) Bills, which could be enacted urgently if it ever became necessary to extend to 28 days the maximum period for which the police could apply to a High Court judge detain terrorist suspects before charging them. The Committee agrees with the Government's objective, but does not accept the Government's proposals for achieving the objective. When provisions of this kind needed to be introduced after individuals had been arrested; it would be almost impossible to give Parliament the information it would need to scrutinise the legislation adequately without putting at risk a suspect's right to have a fair trial. In addition there is a risk that, if the provision was required in a period of parliamentary recess or dissolution, legislation could not be introduced in time, or at all. The Committee recommends, instead, the introduction of legislation to empower the Secretary of State to make an executive order (with the agreement of the Attorney General and subject to rigorous safeguards), that would temporarily extend the maximum period available for pre-charge detention to 28 days. There would have to be an independent review of the case for making such an order. The Director of Public Prosecutions would continue to be responsible for applications to a High Court judge in individual cases. The Secretary of State would be accountable to Parliament for the decision once there was no longer any risk of prejudicing judicial proceedings.
