Book excerpt: The majority of the world’s children live in countries where local governments are responsible for the provision of basic education services. Although subnational governments manage their own education systems, they often rely on transfers from the central government for funding. The main purpose of this study is to assess how these fiscal transfers affect public funding for education and how they ultimately affect student schooling and learning outcomes. Through a careful analysis of how fiscal transfers have affected education systems in different contexts, the investigation develops a set of principles to support improvements in the design and implementation of transfer systems with a specific focus on the provision of education services. The study is centered on seven country case studies that aim to answer a set of common research questions using a similar approach. Country case studies were conducted in Brazil, Bulgaria, China, Colombia, Indonesia, Sudan, and Uganda. The analysis shows that fiscal transfer mechanisms can improve the adequacy of public education spending, reduce spending inequalities between regions, and improve spending efficiency. Moreover, the study highlights that carefully designed and implemented transfer systems can help raise overall education outcomes and reduce education inequality. This publication was funded by a grant from the Results in Education for All Children (REACH) trust fund at the World Bank. This book explores three concepts to call attention to the political qualities of processes related to the SDGs: legitimacy, responsibility, and accountability. Legitimacy is required to obtain broad political ownership for policy goals in order for them to become effective in addressing cross-border sustainability challenges. Responsibility needs to be clearly distributed among political institutions if a long-term set of broad goals such as the SDGs are to be realised. Accountability to the public is the retrospective mirror of political responsibility. The Politics of the Sustainable Development Goals contributes new knowledge on political processes at the nexus of global and national levels, focussing on three countries at different levels of socio-economic development and democratisation: namely Ghana, Tanzania, and Sweden. Since the late 20th century, research on 'skilled' and 'highly skilled' migration has raised important questions about the value and ethics of skill-based labour mobility. More recent research has begun to question the concept of skill and skill categorisation in both government policy and academic research. Taking the view that 'skills' are socially constructed categories and highly malleable concepts in practice, this edited volume centres the discussion on the following questions: Who are the arbitrators of skill? What constitutes skill? And how is skill constructed in the migration process and in turn, how does skill affect the mobility? The empirical studies in this volume show that diverse actors are involved in the process of identifying, evaluating and shaping migrant skill. The interpretation of migrants' skill is frequently distorted by their ascriptive characteristics such as race, ethnicity, gender and nationality, reflecting the influence of colonial legacy, global inequality as well as social stratification. Finally, this edited volume emphasises the complex, and frequently reciprocal, relationship between skill and mobility. This book will be of interest to researchers and advanced students of Sociology, Human Geography, Politics, Social Anthropology, Economics, and Social Work. Book excerpt: Lizards and snakes (squamate reptiles) are the most diverse vertebrate group in Australia, with approximately 1000 described species, representing about 10% of the global squamate diversity. Squamates are a vital part of the Australian ecosystem, but their conservation has been hindered by a lack of knowledge of their diversity, distribution, biology and key threats. The Action Plan for Australian Lizards and Snakes 2017 provides the first comprehensive assessment of the conservation status of Australian squamates in 25 years. Conservation assessments are provided for 986 species of Australian lizards and snakes (including sea snakes). Over the past 25 years there has been a substantial increase in the number of species and families recognised within Australia. There has also been an increase in the range and magnitude of threatening processes with the potential to impact squamates. This has resulted in an increase in the proportion of the Australian squamate fauna that is considered Threatened. Notably over this period, the first known extinction (post-European settlement) of an Australian reptile species occurred – an indication of the increasingly urgent need for better knowledge and management of this fauna. Six key recommendations are presented to improve the conservation management and plight of Australian squamates. This Action Plan represents an essential resource for research scientists, conservation biologists, conservation managers, environmental consultants, policy makers from Commonwealth and State/Territory governments, and the herpetological community.
