It sets out the steps taken to calculate the net UK carbon account in respect of 2011. This is compared against the carbon budgets to determine whether they are being met and must not exceed the level of the carbon budget at the end of each budgetary period. In this statement for 2011, net UK emissions were 549.2 million tonnes (MtCO2e) of carbon dioxide equivalent. This is 41 MtCO2e (or just under 7percent) below net UK emissions in 2010. However 24.9 MtCO2e worth of carbon units were sold in 2011 by companies in the UK operating under the EU Emissions Trading System. So taking into account the use of these carbon units, this means the net UK carbon account in 2011 was around 573.9 MtCO2e. This is nearly 26 percent below base year emissions which were 774.3 MtCO2e. The net UK carbon account decreased by 4 percent between 2010 and 2011 which was a result primarily from a decrease in residential gas use. Residential emissions are heavily influenced by external temperatures and 2011 was a warmer than average year. However a reduction in demand for electricity and greater use of nuclear power for electricity generation also contributed to the overall decrease in emissions. Technical problems observed at some nuclear power stations in 2010 were resolved in 2011 leading to greater nuclear capacity.

Book excerpt: This thesis presents research focusing on the improvement of high-resolution global black carbon (BC) emission inventory and application in assessing the population exposure to ambient BC. A particular focus of the thesis is on the construction of a high-resolution (both spatial and sectorial) fuel consumption database, which is used to develop the emission inventory of black carbon. Above all, the author updates the global emission inventory of black carbon, a resource subsequently used to study the atmospheric transport of black carbon over Asia with the help of a high-resolution nested model. The thesis demonstrates that spatial bias in fuel consumption and BC emissions can be reduced by means of the sub-national disaggregation approach. Using the inventory and nested model, ambient BC concentrations can be better validated against observations. Lastly, it provides a complete uncertainty analysis of global black carbon emissions, and this uncertainty is taken into account in the atmospheric modeling, helping to better understand the role of black carbon in regional and global air pollution.

Comparable and reliable emission inventories are essential when aiming for efficient strategies and policies for reduced emissions. This report presents the Nordic emissions and emission inventories of SLCP, the important emission sources and their development over time. It also discusses knowledge gaps, factors contributing to the uncertainties, and possibilities for improved emission estimates. The overall objective of the three-year project is to improve the Nordic emission inventories of Short Lived Climate Pollutants (SLCP), with a focus on Black Carbon (BC). This report presents the results from the first phase of the project, an analysis of the present status of knowledge, with focus on BC and particulate matter (PM2.5) emissions from residential biomass combustion, on-road and non-road diesel vehicles, and shipping. The next phase will draw on the results from this background analysis in designing and implementing an emission measurement program, where the objective is to expand the knowledge and develop well documented and reliable emission factors, primarily for BC, for use in future national emission inventories.

The United States has pledged to the world community a reduction in greenhouse gas emissions by 26–28 percent below 2005 levels in 2025. Because much of this reduction must come from electric utilities, especially coal-fired power plants, coal states will make or break the U.S. commitment to emissions reduction. In Climate of Capitulation, Vivian Thomson offers an insider's account of how power is wielded in environmental policy making at the state level. Thomson, a former member of Virginia's State Air Pollution Control Board, identifies a “climate of capitulation” in state government—a deeply rooted favoritism toward coal and electric utilities in states' air pollution policies. Thomson narrates three cases involving coal and air pollution from her time on the Air Board. She illuminates the overt and covert power struggles surrounding air pollution limits for a coal-fired power plant just across the Potomac from Washington, for a controversial new coal-fired electrical generation plant in coal country, and for coal dust pollution from truck traffic in a country hollow. Thomson links Virginia's climate of capitulation with campaign donations that make legislators politically indebted to coal and electric utility interests, a traditionalistic political culture tending to inertia, and a part-time legislature that depended on outside groups for information and bill drafting. Thus, a major challenge for many instructors is how to integrate learner-centered activities widely into their courses. Having a diverse collection of learner-centered teaching activities is especially useful for helping students develop their environmental literacy because such approaches can help them connect more personally with the material thus increasing the chances for altering the affective and behavioral dimensions of their environmental literacy.
