Book excerpt: Venues and infrastructure for the 2012 London Olympic and Paralympic Games are on track to be delivered on time for the Games and the cost is currently forecast to be within the £9,325 million budget for the Games announced in March 2007. In 2009, it was decided that the Olympic Village and the Media Centre would be publicly funded after the economic downturn left the private finance plans untenable. These decisions were made on clear value for money grounds, but required some £621 million of contingency funding from within the budget, with the requirement reduced by savings elsewhere on the Olympic Delivery Authority's programme. During 2009, the Government Olympic Executive made progress in bringing together the delivery plans of the various organisations involved and developing an integrated programme. These plans need to be finalised so that testing can start in early 2011. The Home Office has prepared costed plans for its Olympic safety and security programme. However, the Home Office and the London Organising Committee for the Olympic and Paralympic Games (LOCOG) have not yet agreed the precise responsibilities, scope and costs for venues security operations. Concerns remain over: the location of the Media Centre away from the Stratford transport hub and the securing of intended legacy benefits from the Olympic Park and associated venues, including the Media Centre; and the risk of LOCOG being in deficit after the Games.

Book excerpt: This is the Committee's second report on the preparations for the London 2012 Olympic and Paralympic Games, following its first report which focused on the funding (HC 69-I, session 2006-07, ISBN 9780215032140). The report reviews the funding, the venues and their legacy, the legacy for community sport (increasing participation in sport), and elite sporting performance (medal targets, sponsorship etc). The Committee welcomes many of the achievements to date. The timetable is realistic. The land assembly process is complete, within budget and without significant delay. Major sponsorships have already been negotiated. The budget, though much inflated from the original, is now soundly based. But there is a bewildering array of commitments, promises and plans for using the potential of the Games to increase participation in sport: a comprehensive nationwide strategy is still needed. The ambitious aims from UK Sport for performance in the Games will be good for British elite sport.

Book excerpt: The Olympic Delivery Authority's management of its building programme has been exemplary but, due to significant increases in the cost of venue security, the likelihood of staying within the overall £9.3 billion Public Sector Funding Package is very finely balanced. The Funding Package does not cover the totality of the costs to the public purse of delivering the Games and their legacy, which are already heading for around £11 billion. Operational and financial risks have emerged in areas of the London Organising Committee of the Olympic and Paralympic Games' responsibility, and LOCOG itself now has almost no contingency left to meet further costs, even though it has done well in its revenue generation. The number of security guards required in and around the venues has more than doubled, and renegotiation of the contract for venue security does not appear to have secured any price advantage. With only 109,000 new people regularly participating in sport against an original target (which the new Government chose not to adopt) of 1 million by March 2013, the Department for Culture, Media and Sport has got poor value for money for the £450 million spent through sporting National Governing Bodies. It is unclear what the sporting participation legacy of the Games is intended to be. Responsibility for delivery of all legacy matters is shared across many different parts of Government, and this rings alarm bells about the effective integration of the various legacy plans and about clear accountability to the taxpayer.

The author critically compares the similarities and differences of the LA Olympics by reviewing the 1932 and 1984 Olympics and by analyzing the concurrent planning process for the 2028 Olympics. The author unravels the conditions that make (or do not make) LA28’s argument “we have staged the Games before, we can do it again” compelling. Setting the bid’s promises into the contemporary local and global mega-event contexts, the author analyzes why LA won the bids, how those wins allowed LA to negotiate concessions with the IOC and NOC, and how legacies were planned, executed, and ultimately evolved. The author concludes with a prediction which 2028 legacy promises might and might not be fulfilled given the local and international Olympic contexts.

The report reviews other countries' experience of using major sporting events for public diplomacy purposes. The Games offer an unparalleled opportunity to promote UK business, trade and inward investment. The Committee recommends holding a major trade event close to or during the Games to secure the maximum commercial benefit to the national economy. The FCO should also make more of the claim that the 2012 Games will be "the world's first sustainable Games", publicising around the world the many examples of environmental good practice in the planning and building of the event. And it should continue to use the Games to promote British culture and values at home and abroad, emphasising that London is an open and welcoming city, and that the UK is a diverse, inclusive and friendly country. The Committee is worried that budget cuts may result in the FCO's work related to the Olympics becoming a matter solely of individual initiatives by embassies and High Commissions, without adequate central co-ordination. The Committee recommends that the FCO should form a 'rapid response unit', set up well before the Games, which can rebut or challenge negative stories appearing in the world media.
