The author also focuses on the liberation struggle against apartheid and how the country won independence from apartheid South Africa. He also looks at how the leaders of the new nation are trying to build the country and construct a national identity on the basis of unity in diversity. It is an analysis of identity formation at the national level, and consolidation of the state, whose relevance is continental in scope: studies of other African countries in their quest for unity and construction – or reconstruction – of their national identities during the post-colonial era can benefit from this work. It is also a work of comparative analysis in terms of nationhood in the African context and how Namibia and Tanzania – two case studies – have sought to construct their national identities, the obstacles they have faced and continue to face in the quest for national unity, especially in the case of Namibia, and why Tanzania has been more successful than most countries on the continent in building a cohesive society where tribalism is virtually non-existent, enabling it to consolidate its unity and national identity. Book excerpt: First published in 1999, the essays in this book examine the context and conduct of a series of watershed elections held in Anglophone Africa in the first half of the 1990s. These elections crystallized a wider process of democratization, underway in much of sub-Saharan Africa during the last decade, in which attempts were made to shift from various forms of authoritarian rule (colonial or racial oligarchies, military regimes, one-party states, or presidential rule) to pluralist parliamentary politics. This volume brings together for the first time, studies of these events in countries sharing a comparable legacy of British colonialism, an acquaintance with the Westminster constitutional tradition and related experiences of decolonization and democratic struggle. Written from a variety of perspectives by contributors with first-hand knowledge and long experience of research in Africa, the papers situate each election in its wider political context, examining the political forces at work and the events which gave rise to reform. All indicate that, despite Western pressure for reform and the influence of the collapse of the Soviet Bloc in Eastern Europe, internal African demands for democracy provided the primary driving force for change. Not all the elections fulfilled the hopes invested in them. In Nigeria, they were annulled before all the votes had been counted. In Kenya, the disarray of the opposition ensured the return to power of the old order. Even where they produced a successful regime transition, the democratic credentials of the new governments were sometimes seriously flawed. Yet for all these limitations, these watershed elections signalled important progress for African democracy. They brought a formal end to colonial rule in Namibia and to three centuries of racial discrimination in South Africa. They brought changes of government through the ballot box in Zambia and Malawi, among the first instances in Africa of such change being accomplished without the use of force. Above all, they provided African electorates with an opportunity to pass judgement on long-serving authoritarian regimes – with unequivocal results: in every case, when given the chance to vote, Africans voted for democracy.

Book excerpt: Since independence in 1990, Namibia has witnessed only one generation with no memory of colonialism - the 'born frees', who voted in the 2009 elections. The anti-colonial liberation movement, SWAPO, dominates the political scene, effectively making Namibia a de facto one-party state dominated by the first 'struggle generation'. While those in power declare their support for a free, fair, and just society, the limits to liberation are such that emancipation from foreign rule has only been partially achieved. Despite its natural resources Namibia is among the world's most unequal societies and indicators of wellbeing have not markedly improved for many among the former colonized majority, despite a constitution enshrining human rights, social equality, and individual liberty. This book analyses the transformation of Namibian society since Independence. Melber explores the achievements and failures and contrasts the narrative of a post-colonial patriotic history with the socio-economic and political realities of the nation-building project. He also investigates whether, notwithstanding the relative stability prevailing to date, the negotiation of controlled change during Namibia's decolonization could have achieved more than simply a change of those in control.

Book excerpt: The third wave of democracy that reached African shores at the end of the Cold War brought with it a dramatic decline from 1990 onwards in dictatorships, military regimes, one-party governments, and presidents for life. Multiparty democracy was at the core of the constitutional revolutions that swept through most of Africa in those watershed years. However, that wave is either losing momentum or receding - or being reversed in its entirety. This volume examines democracy and elections in Africa, a focus motivated by two concerns. First, after 30 years it is important to take stock of the state of constitutional democracy on the continent. The democratic gains of the 1990s and 2000s seem to be falling by the wayside, with the evidence mounting that regimes are concealing authoritarianism under the veneer of elections, doing so in an international context where populist regimes are on the rise and free and fair multiparty elections are consequently no longer a given. It is becoming a battle to protect and retain constitutional democracy. The second reason for this volume's focus on democracy and elections is that multiparty democracy is essential for the proper functioning of the state in addressing the major problems facing Africa - internal conflict, inequality and lack of development, and poor governance and corruption. The focus of this volume is thus on how competitive politics or multiparty democracy can be realized and how, through competition, such politics could lead to better policy and practice outcomes.
