The goal was to take photographic images from space and relay them back to Earth via radio. Because of technical issues and bureaucratic resistance, however, WS-117L was seriously behind schedule by the time Sputnik orbited Earth in 1957 and was eventually cancelled. The air force began concentrating instead on new programs that eventually launched the first successful U.S. spy satellites. Eyeing the Red Storm examines the birth of space-based reconnaissance not from the perspective of CORONA (the first photo reconnaissance satellite to fly) but rather from that of the WS-117L. Robert M. Dienesch's revised assessment places WS-117L within the larger context of Dwight D. Eisenhower's presidency, focusing on the dynamic between military and civilian leadership. Dienesch demonstrates how WS-117L promised Eisenhower not merely military intelligence but also the capacity to manage national security against the Soviet threat. As a fiscal conservative, Eisenhower believed a strong economy was the key to surviving the Cold War and saw satellite reconnaissance as a means to understand the Soviet military challenge more clearly and thus keep American defense spending under control. Although WS-117L never flew, it provided the foundation for all subsequent satellites, breaking theoretical barriers and helping to overcome major technical hurdles, which ensured the success of America's first working reconnaissance satellites and their photographic missions during the Cold War.

Book excerpt: An examination of the political and diplomatic role of American nuclear weapons in conflicts with a non-nuclear China in the Korean War and the Taiwan Strait crises of 1954-1955 and 1958, this study analyzes the American tendency to become involved in confrontations with far weaker powers over issues of very little strategic significance to the United States. Washington threatens these adversaries with the use of incommensurate levels of force, then ultimately backs down in the face of international and domestic opposition to ill-considered plans to use force. Unlike works on nuclear history that have either focused on superpower nuclear conflicts and ignored cases of American nuclear diplomacy toward non-nuclear adversaries, or those that have focused merely on the outcomes of nuclear threats against non-nuclear powers, this book considers in depth American nuclear diplomacy toward China during the whole period of Sino-American military confrontations. Soman offers new insights on Truman's decision to enter the Korean War, the extent of nuclear diplomacy during the war, and the way in which the war ended. He argues that the goal of American nuclear diplomacy in the spring of 1955 was to provoke a war with China, rather than to deter a Chinese attack on Taiwan. Finally, he lays out, for the first time in print, the elaborate diplomacy that Secretary of State John Foster Dulles initiated to defuse the 1958 crisis, involving a major shift in American policy that still remains hidden from the public as well as historians. Highlighting the central role of nuclear diplomacy in these crises, this book draws conclusions on the efficacy of such diplomacy, the impact of these crises on the development of policies of massive retaliation and limited war, the consequences of Dulles's brinkmanship, and the revival of nuclear diplomacy by the Clinton administration in conflicts with non-nuclear adversaries.

Past studies have often been selective, focusing on the esoteric and non-typical, and ignoring the contact situation in which Australian English has developed. This book and its companion, Australia's Many Voices. Ethnic Englishes, Indigenous and Migrant Languages. Policy and Education, develop and apply a comprehensive and integrative approach that anchors English in the entire 'habitat' of Australia's languages that it both upset and transformed. Based on a wide range of data and on the assumption that all manifestations of Australian English must cohere as a system, this book retraces the social, psycholinguistic and linguistic history of the language. It locates the contact with indigenous and migrant languages and with American English in the appropriate sociohistorical context and shows how several layers of migration have shaped it. As it stratified, it was gradually accepted and developed into a fully-fledged national variety or epicentre of English that could be raised to the status of national language. Implications on educational policy and attempts to reach out into the Asia-Pacific region have followed logically from national status. The study is of interest for specialists of English and Australian Studies as well as a range of other disciplines. Its discursive, non-technical style and presentation makes it accessible to non-specialists with no background in linguistics.
