Book excerpt: Zouping offers important general lessons for the study of China's rural transformation. The authors in this volume, all participants in a unique field research project undertaken from 1988 to 1992, address questions that are far from simple and about which there is some controversy. The questions are grouped around two issues. The first is the role of local governments as economic actors. What is this role, how have they played it, and how can we explain their behavior? Have they dominated rural economies through public ownership of industry and local planning, or has the role of local governments diminished with the rise of market transactions and private ownership? The second issue is market reform and inequality. Have rural cadres enjoyed income advantages in the new market environment? Has the provision of such collective services as education and health care declined, leading to new forms of inequality? The chapters on the role of local government all point to a single conclusion: one cannot explain the rapid development of Zouping without reference to the role of local governments and of local government officials as economic actors. Scholarly writings about the "transitional economies" have often ignored or distorted this aspect of China's reform experience. On the second issue, changes in inequality owing to market reform, the authors present mixed findings but contribute rich new data to the research on this issue.

The authors take as a case study the local government of Zouping County and find that it has been able to evolve significantly through ad hoc bureaucratic adaptations and accommodations that drastically change the operation of government institutions. Zouping has long served as a window into local-level Chinese politics, economy, and culture. In this volume, top scholars analyze the most important changes in the county over the last two decades. The picture that emerges is one of institutional agility and creativity as a new form of resilience within an authoritarian regime.

Book excerpt: This book reports the findings of two field studies conducted between 1993 and 2001 in seven townships and six provinces in China. The authors describe the process of rural urbanization and its related economic, social, and political changes by focusing mainly on the zhen (town), in addition to administrative offices and companies involved in the local economy, and village committees. The authors show that the social changes resulting from China's economic reforms are occurring mainly from below, and that this process is also resulting in a weakening of the economic and political dominance of the central government. Other changes discussed in this study include the development of new ownership structures and the increasing dominance of the private sector; a shift in the functions of administrative offices as the bureaucracy becomes increasingly business oriented; the rise of a new local elite; a rebirth of traditional social structures (clans, local associations); and the emergence of new interest groups and institutions to represent their needs.

This volume looks at case studies from South Africa to China to seek a better understanding of the dynamics behind how elites decide to engage with economic development. These different methods explore the relationship between elites and development outcomes from five angles: the participation and reaction of elites to institutional creation and change, how economic changes affect elite formation and circulation, elite perceptions of national welfare, the extent to which state capacity is part of elite self-identity, and how elites interact with non-elites.
