The authorities reached an agreement with official creditors on June 22 on a debt restructuring consistent with program parameters. The restoration of fiscal and debt sustainability, together with reforms to boost private and human capital investment, and strengthen governance and anti-corruption, support a positive medium-term economic outlook. Nonetheless, with poverty and inequality amongst the highest in the world and climate vulnerabilities high, significant challenges remain. Sustained efforts are essential to maintain fiscal credibility while also creating sufficient space for social, development, and climate spending.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that light manufacturing is appropriate for a resource-based country like Zambia. While Zambia's recent growth has been impressive, it has not been accompanied with adequate job creation. Long-term job creation in copper production is very small; links to the rest of the economy tend to be weak as well. Besides, the development of natural resources tends to discourage job-creating sectors such as manufacturing. To be sustainable and to create productive employment for its people, growth needs to be accompanied by structural transformation. Such transformation entails a growing share of manufacturing output in the economy. In the past, Zambia's efforts to promote and facilitate industrial growth have not been very successful. Policy regimes swung from one extreme to another. In the 1980s, Zambia put complete control of the industrial sector in the hands of the state. When this model proved unsuccessful, policy shifted in the opposite direction in the 1990s, and all earlier government interventions were lifted. Neither extreme led to sustained growth of manufacturing. This book suggests an alternative: directing government policies toward removing constraints in a few of the most promising light manufacturing sectors using practical and innovative solutions inspired by the fast-growing Asian economies whose starting point 20 years ago was not very different from Zambia's today. This book has several innovative features. First, it provides in-depth cost comparisons between Zambia and four other countries in Asia and Africa at sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry- specific constraints. It proposes market based measures and selected government intervention to ease these constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure. The book shows that Zambia has the potential to become regionally competitive in several light manufacturing subsectors by leveraging its comparative advantage in natural resource industries such as agriculture, livestock, and forestry. Interventions include both the provision of public goods and the removal of existing policy distortions in the economy. Growing production of light manufacturing goods would allow Zambia to capture more value from its raw materials and create more jobs.

By presenting a collection of well-researched and empirically supported chapters on the key areas of the Zambian economy, this volume gives readers a good sense of where the Zambian economy has come from, where it is at the moment, but also highlights the challenges and prospects for economic growth.

However, its mining sector’s direct contribution to government revenues has been low. Reflecting persistent concerns about the low contribution of the mining sector to budget revenues, the government has amended the fiscal regime many times over the last seven years. The 2015 budget introduced major changes to the mining fiscal regime. The authorities estimate that the change would boost budget revenues from the mining sector by about 1 percent of GDP, based on an assumption that the change would have no adverse impact on production.

Structural changes like the globalisation of the economy, rising inequality, and increased voter detachment from traditional parties have given rise to distinct social grievances on which the populist leader feeds. But how does such a leader emerge? This book uses the study of Michael Sata, former president of Zambia and one of the most intriguing political figures of modern African history, to provide insight into the origins and personality of the populist. It argues that three factors - the structural, the economic and, importantly, the personal - are needed to understand when and how populism develops. Based on exclusive interviews with Sata, as well as with his friends, allies, opponents, and journalists, and on newspapers, archives, personal correspondence, and participant observation, Sata's election to the Zambian presidency in 2011 is explained as the culmination of a political journey spanning the late colonial period (1953-1964), the years of one-party rule (1973-1991), and the era of multiparty democracy (since 1991). The book explores the nature and style of his political strategy, the grievances that he articulated and played on, the constituencies he targeted and mobilised, the policy appeals around which he rallied support, and the language with which he expressed those appeals. At the same time, it uses the prism of Sata's political life to examine the growth of populism in Zambia and its practice in party politics since the 1950s. As well as providing new insights into the long shadow of late colonialism on the country's contemporary politics, this book illustrates the evolution of political ideas and populist strategies.

Book excerpt: From mad cows to McDonaldization to genetically modified maize, European food scares and controversies at the turn of the millennium provoked anxieties about the perils hidden in an increasingly industrialized, internationalized food supply. These food fears have cast a shadow as long as Africa, where farmers struggle to meet European demand for the certifiably clean green bean. But the trade in fresh foods between Africa and Europe is hardly uniform. Britain and France still do business mostly with their former colonies, in ways that differ as dramatically as their national cuisines. The British buy their "baby veg" from industrial-scale farms, pre-packaged and pre-trimmed; the French, meanwhile, prefer their green beans naked, and produced by peasants. Managers and technologists coordinate the baby veg trade between Anglophone Africa and Britain, whereas an assortment of commercants and self-styled agro-entrepreneurs run the French bean trade. Globalization, then, has not erased cultural difference in the world of food and trade, but instead has stretched it to a transnational scale. French Beans and Food Scares explores the cultural economies of two "non-traditional" commodity trades between Africa and Europe--one anglophone, the other francophone--in order to show not only why they differ but also how both have felt the fall-out of the wealthy world's food scares. In a voyage that begins in the mid-19th century and ends in the early 21st, passing by way of Paris, London, Burkina Faso and Zambia, French Beans and Food Scares illuminates the daily work of exporters, importers and other invisible intermediaries in the global fresh food economy. These intermediaries' accounts provide a unique perspective on the practical and ethical challenges of globalized food trading in an anxious age. They also show how postcolonial ties shape not only different societies' geographies of food supply, but also their very ideas about what makes food good.
