In this engaging book, journalist Christopher Bennett traces the turning point to the 1987 struggle within the Serbian Communist party which was between adherents of a Serb nationalist ideology -embodied by Slobodan Milosevic- and the other Yugoslavs who clung to the vision of a multinational state. As soon as Milosevic gained the upper hand, he ruthlessly purged his rivals and launched a massive campaign of media indoctrination to stir up Serb nationalism. This new nationalism, which has repelled the world since 1991, is primarily Milosevic's creation and not merely the result of historical enmity. As a student at two different Yugoslav universities in the 1980's, Bennett witnessed firsthand many if the critical events which contributed to Yugoslavia's destruction. He renders an incisive and accessible history, covering the period from Tito's dictatorship to the present day.

This question urges itself on theorists and practitioners in international relations and security in the aftermath of the dissolution of the Soviet Union. Despite the importance of the question, contemporary security and international relations theory has devoted little attention to state implosion. Realism, neorealism, neoliberal institutionalism, and constructivism posit the existence and stability of states, but do not offer a theory of state formation, preservation or implosion. They assume what has to be demonstrated. The dissertation has two goals. First, a generalized theory of two-level state dynamics is presented. The three basic structures of the modern state (binding-idea, institutions, and physical base) are continuously immersed within three global structures (the nation-state system, global economy, and identity-compact system) which affects the state level of socio-political cohesion. A state level of socio-political cohesion is thus a function of the degree of congruence between the web of domestic historical memories and identity consciousnesses and the three basic state structures under conditions of adaptability to the imperatives of the three global structures. Second, a theory of state implosion is elaborated. State implosion evolves through a five-stage process under conditions of domestic identity politics and adaptability to the imperatives of the global environment. The dissertation identifies two important, though neglected, variables--historical memory and identity consciousness--to explain state implosion. More specifically, rival historical memories and incompatible identities held by divergent groups ignite two processes: a fragmentation of state legitimacy and a disintegration of state authority under conditions of adaptability imperatives to the global environment. The dissertation combines the case study approach and the comparative historical analysis to test the five-stage theory in three empirical cases--Lebanon in 1975, Algeria in 1992, and Yugoslavia in 1991-92. In all three cases, rival group historical memories and antagonistic group identity consciousnesses were unyielding social-structural conditions which strongly molded the evolution of the state towards implosion.

Book excerpt: This thesis attempts to provide an answer to the questions of why the Yugoslav collapse had disintegrative consequences in some of the federal sub-units, but not in others and why in some cases the disruption was accompanied by significant episodes of violent ethnic mobilisation, while in some others it was substantially peaceful. The central argument of this analysis is that different outcomes of the Yugoslav disintegration process were mostly the result of the rational strategies pursued by Yugoslav political actors, given the institutional resources they had at their disposal and the constraints and incentives they faced. It is examined how the Serbian leadership succeeded in gaining control over those federal units which remained part of rump Yugoslavia. Through the manipulation of mass protests organised from above, Milos̆̆ević and his allies forced to resign the leaderships of Kosovo, Vojvodina, and Montenegro. Serbian nationalist meetings became possible thanks to the mobilisational resources made available by the party apparatus, whose functioning remained influenced by the principle of democratic centralism. Different outcomes of the disintegration in terms of ethnic violence are analysed using a rational choice approach to look at the strategies of peripheral and central elites. It is argued that in the first phase of the disintegration, the breakdown of the equilibrium in the Yugoslav liberalised political environment was accelerated by the emergence of a nationalist leadership in Serbia and of a political elite in Ljubljana which accompanied its reformist program with an autonomist agenda. The Croatian and Bosnian wars and Macedonia's peaceful separation marked a second phase of the process, where the federal centre ceased to play any role as an independent actor and where the outcome of the disintegration was mostly the result of strategies employed by the Serbian leadership to exert control over an increasingly narrow Yugoslavia.
