Book excerpt: In the early 1980s, against the background of chronic unemployment in Britain, the particular plight of young people had come to be identified as a subject for special concern. Anxieties were expressed, as they were in the 1930s, as a twin concern for a waste of the nation’s resources and for the demoralization of youth, leading potentially to anti-social behaviour. Originally published in 1982, this volume of essays identifies a number of key issues in the pattern of state response to youth unemployment which had evolved in the inter-war and post-war periods. The contributors discuss a number of related themes, such as how the problem has been defined and created as a kind of ‘moral panic’, and how contemporary measures recapitulate the rhetoric and policies of pre-war interventions. They examine the relationship between youth unemployment measures and the education sector, the responses of the trade unions, and also consider how young people themselves respond to special programmes. A critical assessment is made of the further education elements in the special measures: in particular, the question is asked: do these young people need ‘social and life skills’ training? The book charts the changing nature of the state response to youth unemployment since 1974, and stresses throughout the inappropriate nature of ‘temporary’ amelioration of a long-term, even permanent, problem.

In 2016, it was projected that, given the country’s growing youth population, 300,000 new jobs would need to be created each year to absorb the increasing numbers of unemployed young people. Yet the employment structure of the Ghanaian economy has not changed much from several decades ago. Most jobs are low skill, requiring limited cognitive or technology know-how, reflected in low earnings and work of lower quality. An additional challenge for Ghana is the need to create access to an adequate number of high-quality, productive jobs. This report seeks to increase knowledge about Ghana’s job landscape and youth employment programs to assist policy makers and key stakeholders in identifying ways to improve the effectiveness of these programs and strengthen coordination among major stakeholders. Focused, strategic, short- to medium-term and long-term responses are required to address current unemployment and underemployment challenges. Effective coordination and synergies among youth employment programs are needed to avoid duplication of effort while the country’s economic structure transforms. Effective private sector participation in skills development and employment programs is recommended. The report posits interventions in five priority areas that are not new but could potentially make an impact through scaling up: (1) agriculture and agribusiness, (2) apprenticeship (skills training), (3) entrepreneurship, (4) high-yielding areas (renewable energy†“solar, construction, tourism, sports, and green jobs), and (5) preemployment support services. Finally, with the fast-changing nature of work due to technology and artificial intelligence, Ghana needs to develop an education and training system that is versatile and helps young people to adapt and thrive in the twenty-first century world of work.

Book excerpt: Young People and Long-Term Unemployment examines the consequences of long-term unemployment for the personal, social, and political lives of young adults aged 18–34 across four European cities: Cologne (Germany), Geneva (Switzerland), Lyon (France), and Turin (Italy). Adopting a multidimensional theoretical framework aiming to bring together insights based on the contextual (macro), organizational (meso), and individual (micro) levels, and combining quantitative and qualitative data and analyses, it reaches a number of important conclusions. First, our study shows that the experience of long-term unemployment has a negative impact on different dimensions of young people’s lives. When compared to employed youth, unemployed youth are less satisfied with their lives, more isolated, and less independent financially. Second, however, there are important variations across the four cities. This means that, in spite of widespread retrenchments, in some places the welfare state still acts as a buffer against unemployment. Third, although young unemployed people participate in politics equally if not slightly more than employed youth, the young unemployed are often disconnected from politics. This is so even when they have important grievances to express in the face of high youth unemployment, precarious working conditions, and grim future perspectives on the labor market. This book will be useful for scholars interested in unemployment politics and youth politics, researchers and teachers in political science, sociology, and social psychology.

Book excerpt: The social security system of Great Britain has reached a crossroads, following the election of a Labour Government promising a 'New Age' of welfare and seemingly prepared to 'think the unthinkable' on welfare reform, at a time when public expenditure on welfare benefits has reached nearlyL100 billion per annum. In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens.After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security,particularly in the context of social rights. Cloonan traces the development of government attitudes and policies towards popular music from the 1950s to the present, discovering the prominence of two overlapping concerns: public order and the political economy of music. Since the music industry began to lobby politicians, particularly on the issue of copyright in relation to the internet, an inherent tension has become apparent with economic rationale on one side, and Romantic notions of 'the artist' on the other. Cloonan examines the development of policy under New Labour; numerous reports which have charted the economics of the industry; the New Deal for Musicians scheme and the impact of devolution on music policy in Scotland. He makes the case for the inherently political nature of popular music and asserts that the development of popular music policies can only be understood in the context of an increasingly close working relationship between government and the cultural industries. In addition he argues that a rather myopic view of the music industries has meant that policy initiatives have lacked cohesion and have generally served the interests of multinational corporations rather than struggling musicians.
