Book excerpt: This book provides an overview of youth labour force and workforce participation in India and explores the dynamics of changing youth labour market in India. Despite notifying a demographic dividend phase, a significant share of youth witnessed higher exclusion (unemployment and not in employment, education or training) from the Indian labour market. Therefore, this book investigates the role of education in labour market and examines open unemployment. It conceptualizes the not-in-employment-education-or-training (NEET) status of youth in Indian context and explores the heterogeneity of NEET youth by analysing the push and pull role of demographic and socio-economic variables. Furthermore, this book examines the nexus of youth labour market status and economic growth in India to provide plausible recommendations for youth's higher, inclusive and sustained participation in the labour market and the country's development pathway. The book creates room for necessary policy interventions considering the changing dynamics of youth labour market and contemplating the challenges of skill, technology and Industry 4.0., which entails a higher emphasis on ‘re-shape’, ‘re-focus’ and ‘re-share’ for enhanced and sustained inclusion of youth in labour market. It is a necessary resource for students, researchers, policymakers, and industry partners interested in exploring and understanding the political economy of youth labour market in India.

Drawing from original research and a review of existing studies, the authors use the 4Es conceptual framework to analyze four key aspects of labor markets employment creation, employability, entrepreneurship, and equal opportunity identifying main issues and results, current trends, and possible new approaches.

Book excerpt: Inequalities in income and wealth can witness a sea change only in a longer term perspective. A change in inequality (i.e. an increase or a decrease in the inequality) can be brought about by the employment structure of an economy. The functionality of the governments is bound by administrative and fiscal constraints; therefore, the income distribution is, in a normal manner, marginally impacted by the target group programs. What India faces as the major challenge is youth unemployment and that too for the labour market policy even against the backdrop of the country's increased levels of literacy and demographic dividend. 49 percent is the share of the unemployed people in India that is made up by young job seekers. The informal sector provides for 93 percent of the available work as a result of which a large number of well-educated youth face unemployment, underemployment or are seeking employment or are between jobs or adjusting with insecure work arrangements. What is required in India is cooperation, both national as well as international, among different trade unions, vocational training organizations, and committees at the national level in order to provide an environment full of opportunities for economic growth. Indian youth, in the absence of any formal social security, is faced with the challenge of survival and limited growth prospects. To check unemployment among the youth in India, various measures have been initiated. India has introduced a number of employment generating schemes, including those under MNERGA. Similar policy initiatives have been taken for skilled workers. However, these initiatives have had limited impact. There is a need to learn about other's experiences, their employment guarantee programs and also their social security programs. In this study we will investigate the various causes of unemployment in India and the possible measures to eradicate it.

It highlights the importance of waiting as a social experience and basis for political mobilization, the micro-politics of class power in north India, and the socio-economic strategies of lower middle classes. Therefore, The Assessment Of The Impact Of Training Courses In The Itis And Evaluation Of The Track Record Of The Placement Of The Trainees Is Essential For The Relevant Authorities To Identify Gaps Between The Demand And Supply Of The Technically Trained Personnel As Well As To Take Suitable Action In Advance.

This study indicates that in addition to early investments in cognitive and noncognitive skills which produce a high return and lower the cost of later educational investment by making learning at later ages more efficient quality, efficiency, and linkages to the broader macro-economic context also matter. Education and relevant skills are still the key determinants of good labor market outcomes for individuals. However, education policies aimed at improving skills will have a limited effect on the incomes of that skilled workforce or on the performance of a national economy if other policies that increase the demand for these skills are not in place. For education to contribute to national economic growth, policies should aim at improving the quality of education by spending efficiently and by adapting the basic and postbasic curricula to develop the skills increasingly demanded on the global labor market, including critical thinking, problem solving, social behavior, and information technology.

Book excerpt: This study based on the employment-unemployment surveys and the period labour force surveys reflects on the labour market outcomes of the youth. It pursues a detailed analysis of various labour market indicators over time and brings out the vulnerability of the youth belonging to younger age cohorts with relatively lower educational attainments and poor socio-economic background. Further, the rural youth are susceptible to greater hardships in the labour market compared to their urban counterparts. On the whole, youth are mostly employed in activities which do not offer any stability or social security. Such transient jobs may provide short term support to income augmentation at the household level though in the long run it does not raise the employability or capability from the point of view of accessing stable jobs. Finally, the study reflects on important policy implications. Imparting quality education to the youth with a practical and job market orientation would be useful for improved outcomes. However, education also tends to reduce the probability of being outside the labour force, implying that demand must improve concurrently to reduce the excess supplies.
