Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Book excerpt: Identifying policies which can improve water sector management is critically important given the global burden of water-related disease. Each year, 1 in 10 child deathsroughly 800,000 in totalis the direct result of diarrhea. Can private-sector participation (PSP) in the urban piped water sector improve child health? The author uses child-level data from 39 African countries during 19862010 to show that introducing PSP decreases diarrhea among urban dwelling children under five years of age by 5.6 percentage points, or 35 percent of its mean prevalence. PSP also leads to greater reliance on piped water. To attribute causality, the author exploits time variation in the private water market share controlled by African countries former colonizers. A placebo analysis reveals that PSP does not affect symptoms of respiratory illness in the same children, nor does it affect a rural control group unaffected by PSP.

The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. Water is not adequately available in required quantity and quality in many parts of the world especially in developing countries. Water still remains to be an essential component of life, and hence governments and other agents need to work on securing water to the society. Water security is regarded as the capacity of a population to safeguard sustainable access to adequate quantities of acceptable quality of water for sustaining livelihoods, human well-being, and socio-economic development. Thus, finding solutions to water security and related problems through strong collabo-ration among researchers, stakeholders, governments, non-governmental organizations and the communities is required. Therefore, stakeholders need to meet in a discussion forum such as expert workshop to explore water security related problems and to develop mitigation measures. The expert workshop also creates a co-learning environ-ment among different experts and knowledge exchange through experiences from different parts of the world. The workshop in Mekelle, Ethiopia of the Sub-Saharan Regional Network of Exceed Swindon focused on a multidisciplinary approach to water security challenges and its solutions with special emphasis on distribution and availability of fresh and drinking waters, water scarcity, quality and pollution aspects of water, water governance, trans- boundary water resources management, and other related issues, among which are the drivers land-use systems and climatic conditions.
