Download or read book Informed Cities written by Marko Joas and published by Routledge. This book was released on 2013-10-30 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Informed Cities looks at the knowledge brokerage processes between cities and higher education institutions, and in particular evaluates governance mechanisms for monitoring local sustainability and the role of research within this. The first part of the book provides an analysis of tools for governing sustainable cities and develops a typology of existing tools. It then considers approaches to monitor local sustainability on a European level, focusing on a number of key tools such as the Covenant of Mayors, Reference Framework for Sustainable Cities, and Green Capital Award. The second part of the book introduces an explorative application of two tools that the author team have used in practice to monitor local sustainability, Urban Ecosystems Europe and Local Evaluation 21, presenting and evaluating European level data collected from local governments. The third part of the book looks deeper into a number of case studies discussing how a working and rewarding city-university connection can be created and nourished in an administrative and political setting. Finally, the last part of the book reflects on lessons learned from the application of the tools and accompanying research process and makes recommendations for further developing monitoring tools for urban sustainability on a European level. This book will be essential reading for professionals in urban and regional planning who are tasked with monitoring the effects of sustainability policies, as well as for graduate students in planning, environmental governance, sustainable development and related disciplines.
Download or read book Local Authority Accounting Methods Volume 2 RLE Accounting written by Hugh Coombs and published by Routledge. This book was released on 2014-02-05 with total page 652 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book contains a collection of papers dealing with a range of controversial accounting issues which exercised the minds of local authority officials during the period 1909-1934 and the "solutions" embodied in the Accounts (Boroughs and Metropolitan Boroughs) Regulations 1930. The contributors to the debate were mainly local government officials and the items reproduced cover a wide range of matters such as the content of the abstract accounts; the need for standardization and an illuminating comparison of the nature and contents of municipal accounts with those of limited companies. A number of issues which received close attention from the literature during the early part of the present century were related to the growth of municipal trading undertakings (water, gas, tramways and electricity). The pricing of these services was a matter of considerable debate; questions included whether these services should be priced to generate a profit, break-even or receive a subsidy from the rates. The depreciation question and the related issues of loan periods and the need for a sinking fund receive some attention as do the growing concern of municipal debt.

Available in PDF, EPUB and Kindle. Book excerpt: As many social inequalities widen, this is a crucial survey of local authorities’ evolving role in health, social care and wellbeing. Health and social and public policy experts review structural changes in provision and procurement, and explore social determinants of health including intergenerational needs and housing. With detailed assessments of regional disparities and case studies of effective strategies and interventions from local authorities, this collaborative study addresses complex issues (Wicked Issues), considers where responsibility for wellbeing lies and points the way to future policy-making. The Centre for Partnering (CfP) is a key outcome of this innovative review along with Bonner’s previous work Social Determinants of Health (2017).
Download or read book Reviving Local Authority Housing Delivery written by Morphet, Janice and published by Policy Press. This book was released on 2020-11-18 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides crucial insight into the fight back against austerity by local authorities through emerging forms of municipal entrepreneurialism in housing delivery. Capturing this moment within its live context, the authors examine the ways that local authorities are moving towards increased financial independence based on their own activities to implement new forms and means of housebuilding activity. They assess these changes in the context of the long-term relationship between local and central government and argue that contemporary local authority housing initiatives represent a critical turning point, whilst also providing new ways of thinking about meting housing need.

Download or read book Proposed code of recommended practice on local authority publicity written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2011-02-14 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The draft Code of Recommended Practice on Local Authority Publicity is intended to give effect to the Coalition agreement commitment "to impose tougher rules to stop unfair competition by local authority newspapers", particularly by restricting the permitted number of issues to four a year. Local authorities, though, are required to account to local residents for how they take decisions and how they spend council tax revenues. They have a duty to communicate effectively enough with local residents that they have adequate awareness of how to access and use local services. The Committee found little hard evidence to support the view of the commercial newspaper industry that council publications are, to any significant extent, competing unfairly with independent newspapers at present. It believes that the provisions in the proposed Code relating to cost effectiveness, content and appearance are sufficient to deal with the excesses of certain council papers, which are in any case confined to only a very few examples. The report also considers the provision of the proposed Code which sets out to prevent local authorities from hiring 'lobbyists'. The issue of the use of public money on political lobbying is an important one which the Government should address, and the Committee recommends that the Government work with representative organisations for all tiers of local government, with the UK Public Affairs Council and the Chartered Institute of Public Relations Local Public Services Group to develop a Code of Practice for local authorities on the use of lobbyists.

Communities and Local Government Committee and published by The Stationery Office. This book was released on 2015 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of the report is to distil experience from this parliament and to assist the new committee in the next parliament. It considers how the Committee approached its work, the way it has used research and how this might be strengthened, and its own assessment of performance against the core tasks set by the Liaison Committee. It then suggests some matters the new committee might consider examining in the next Parliament. These include both 'unfinished business', topics the Committee looked at over the Parliament to which the successors might wish to return, and new developments, which the Committee considers will emerge as major issues over the next five years.
Download or read book House of Commons Transport Committee Local Authority Parking Enforcement HC 118 written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2013-10-23 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of parking charges and fines specifically to raise revenue by local authorities is neither acceptable nor legal. Annual parking accounts would allow the public to see how much local revenue is derived from the enforcement of fines, and what proportion of this come from on or off street parking charges. It's right that parking charges be determined locally, but hard to justify fines that substantially exceed penalties for more serious offences like speeding. DfT's statutory guidance should stipulate that local authorities implement a 'grace period' of 5 minutes after the expiry of paid-for time on any paid parking before enforcement officers issue a Penalty Charge Notice (PCN). The Guidance should be clarified and updated, particularly in relation to rules for loading and unloading. A 25% penalty charge discount should also be introduced for motorists who pay within 7 days of losing any appeal to a parking tribunal. Local authorities currently offer a 50% discount if motorists pay their penalty charge within 14 days, but this is not available to motorists who appeal to a tribunal. Motorists should also not have to appeal against PCNs where tribunal adjudicators have repeatedly identified a problem such as poor signage. Adjudicators should also be given powers to allow appeals where local authorities fail to follow statutory guidance concerning the use cameras. While businesses cannot be completely exempt from parking restrictions, local authorities must also ensure that the need to restrict parking and manage congestion does not stifle the ability of businesses to trade and help grow the economy
