Here are the key findings: (1) Chronic offenders are much more likely than other juvenile offenders to be substance users and to qualify as having substance use (SU) disorders. SU and offending at one age is a consistent predictor of continued serious offending at a later age; (2) Dispositional factors (e.g., sensation seeking, behavioral disinhibition, poor affect regulation, stress, depression) can lead to ¿externalizing¿ behaviors such as SU and criminal activity; (3) SU and serious offending fluctuate in similar patterns over time, suggesting a reciprocal or sequential relationship; (4) SU and serious offending decrease in late adolescence. Book excerpt: Since the establishment of the first alcohol education course (ABC) for young offenders in 1981, this fono of service delivery has been expanded across the United Kingdom. While some before-and-after data have been reported, no con trolled evaluations have been completed on effectiveness with this type of inter vention. The present research reports a series of evaluation studies to investigate the impact of ABCs on offending and drinking behavior. Young offenders were recruited from local courts. The first study, completed in Dundee, reported results from a comparative evaluation between two types of ABCs. As an attention-placebo study, one group received a behavioral ABC with program contents designed to reduce drinking and offending behaviors. Some dependent variable differences between the two groups were observed at follow-up. The second study was established in Glasgow as a replication of the main study. The third study used a quasi-experimental design to establish a no-intervention control group in the Perth courts. Young offenders were recruited to complete screening interviews, without any intervention. The intervention group was re cruited from courts in Forfar, a similar rural town. This group completed an infonoation-based ABC, using educational materials about alcohol and its effects. Some dependent variable differences were observed at follow-up. The fourth study was based in a Young Offender Institution at Forfar. Prerelease young offenders were randomly assigned to either a no-intervention control group or a behavioral ABC group. If victimized, does drinking alcohol make you more likely to be injured? How does availability of alcohol in the community influence rates of violence among Mexican American youth? Does advertising that links sex and alcohol result in higher rates of sexual assault in Latino neighborhoods? How do elementary school children react to experimentation with drugs, alcohol, and aggression? Do countries outside the United States have alcohol and violence problems, and do these impact men and women differently? We presents original research that shows the depths and conditions under which alcohol and violence are linked, further strengthening the evidence that alcohol use and availability is an important factor in violence in our cities, neighborhoods, school, and homes. The good news is that we regulate alcohol use and availability effectively, with a body of established laws and procedures. We can, therefore, find ways using this existing system to develop new ways to prevent the alcohol related violence studied here. The second half of the book begins this task by laying out the principles of environmental prevention, a strategy that has been very successful in a number of health and safety related domains. The next four chapters show just how environmental prevention strategies have worked, and worked very effectively, to lower rates of violence by reducing alcohol availability and alcohol consumption. The research reported here shows communities different approaches and mechanisms to achieve reductions in violence, and they provide a road map for communities everywhere to follow suit and reduce alcohol related violence. Reducing violence can be accomplished, everyone can do it if they work together, and the result is a safer and better society.

Evidence from the British Medical Association found that alcohol use is associated with 60-70 per cent of murders, 70 per cent of stabbings, 50 per cent of fights or assaults in the home. For non-violent offences the association is very strong as well: 88 per cent of those arrested for criminal damage, 83 per cent for breach of the peace, 41 per cent for theft and 26 per cent for burglary, had drunk in the four hours prior to their arrest. At the same time there has been intense concern about public drunkenness in town and city centres, especially on the part of young people, and the cost and damage this causes. This book seeks to understand the nature of the connection between alcohol and crime, and the way the criminal justice system responds to the problem, providing a clear and accessible account and analysis of the subject. It draws upon a wide range of sources and research findings, and also sets the subject within a broader comparative context.
